1SALPCOMMENTSSALPCATEGORY-PLANTOPERATIONS(A)h'PP&LconcurswiththeassessmentmadeintheareaofPlantOperations.Isolatedinstancesofvalvemisalignmentandpostmaintenance/modificationtestinghaveoccurred;however,PP&Lbelievesourcorrectiveactionstakenhavealleviatedtheseconcerns.PP&Lbelievesourupgradedcorrectiveactionprogram,initiatedfollowingthe1986SALPreport,issuccessfulineffectivelyaddressingopenissues.Theearlyevents,identifiedinthisSALPreport,areindicativeofaprograminitsinfancy.Eventsthatoccurredlaterintheperiodwerehandledeffectively.SALPCATEGORY-CHEMISTRYANDRADIOLOGICALCONTROLS(B)PP&LconcurswiththeNRCassessmentintheareaofChemistryandRadiologicalControls.SpecificmanagementactionsPP&Listakingtoaddresstheweaknessesidentifiedinthereportinclude:establishmentofapermanenthighlyqualifiedstaff,increasedworkerinvolvementandraisingofthestationworkpracticestandards,upgradingthestation'scontaminationcontrolprogramandimprovedcontainmentworkmanagement.Thestatusof29specificitemsidentifiedbyPP&Lareincludedintheattachedcopiesofthepresentations.Weaknessesidentifiedinthechemistryprogramarebeingvigorouslyaddressedandinclude:upgradingthechemistryspecificationprogram,enhancingchemistrymonitoring,implementingselectedchemistrysystemenhancements,enhancingtechniciantrainingandupgradingthewastemanagementprogram.SALPCATEGORY-MAINTENANCE(C)PP&LconcurswiththeNRCassessmentinthisarea.PP&Lconsidersmaintenancetobeoneofourstrengths.ThiswasfurtherconfirmedbytheSALPcategory1rating.Wealsobelieveincontinualimprovement;therefore,themaintenanceenhancementprogramwasinitiated,in1986.Themostrecentinitiativesinclude:reviewofthemaintenanceorganizationandstaffing,andreviewoftheinterfaceandcontrolofsupportworkforces.SpecifichighlightsoftheprogramcanbefoundinPP&LpresentationsmadeattheSALPmeeting.CorrectiveactionstakentoaddressoperationaltestingfollowingmaintenanceandmodificationworkwillbeaddressedattheNRC-PP&LmanagementmeetingtentativelyscheduledforSeptember1988.SALPCATEGORY-SURVEILLANCE(D)PP&LconcurswiththesurveillanceassessmentmadeintheSALPreport.Noweaknessesinthesurveillanceprogramwereidentifiedduringtheperiod.

SALPCATEGORY-EMERGENCYPREPAREDNESS(E)PP&LconcurswiththeassessmentmadeonEmergencyPreparedness.Noweaknessesinthisprogramwereidentifiedduringtheperiod.Tofurtherimproveemergencypreparedness,PP&Lhasinitiatedeffortstomakeemergencyexercisesmorerealistic.PP&LinvitedINPOtoconductanassistancevisitinemergencyplanning.Thefocusoftheassistancevisitisimprovingin-plantsimulationduringexercisesbytransferringtechniquesusedsuccessfullyatothernuclearfacilities.PP&LwillalsousethetrainingSimulatorinconductingthe1988HealthPhysicsDrill;thisshouldsignificantlyimproverealismfortheoperators.SALPCATEGORY-SECURITYANDSAFEGUARDS(F)PP&LconcurswiththeSecurityandSafeguardsassessment,madebytheNRC.NoweaknessesintheseprogramswereidentifiedduringtheSALPreportingperiod.SALPCATEGORY-REFUELINGANDOUTAGEMANAGEMENT(G)PP&Lconcurswiththeassessmentmadeintheareaofrefuelingandoutagemanagement.AlthoughafewexamplesofpotentialmanagementlapseswereidentifiedinthereportandattheSALPmeeting,OutageManagementplayedamajorroleinresolvingandcoordinatingthecorrectiveactionsassociatedwiththeseevents.Weconsideritacriticalassettotheefficientoperationoftheplant.PP&Lhasandiscontinuingtotakestepstodeterminetherootcausesoftheeventsthatoccurredduringtheoutage.AUnit22ndrefuelingandinspectionoutagetaskforcehasbeencreatedtodetermineandresolvetheissuessurroundingthemajoreventsthatoccurredduringthisoutage.Thestatusofthiscommittee'sactivitieswillbepresentedattheNRC-PP&LmanagementmeetingtentativelyscheduledforSeptember1988.SALPCATEGORY-LICENSINGACTIVITIES(H)PP&Lconcurswiththeassessmentmadeinthisarea.AlthoughnoweaknessesinLicensingactivitieswereidentifiedduringtheperiodanissuerelatedtoactionssubmittedonanemergencybasiswasnoted.PP&Lwillbesensitivetotheseconcernswhenprocessingemergencyactionsinthefuture.SALPCATEGORY-ENGINEERINGSUPPORT(I)PP&LconcurswiththeassessmentmadeintheEngineeringSupportarea.EquipmentQualification(EQ)weaknessesidentifiedintheSALPreportarebeingaddressed.WiththecreationofadedicatedEQstaffin1987,enhancementstotheEQprogram,whichincludetheSALPissuesarebeingundertaken.AttheenforcementconferenceonJune30,1988,NRCindicatedthattheywerepleasedwithPP&LpresentationsandoureffortstoaddresstheEQissues.

SALPCATEGORY-ASSURANCEOFUALITY(J)PP&LconcurswiththeassessmentmadeintheareaofAssuranceofQuality.NoweaknessesintheseprogramswereidentifiedduringtheSALPreportingperiod.SALPCATEGORY-TRAININGANDUALIFICATIONEFFECTIVENESS(K)PPGLconcurswiththeassessmentmadeintheseareas.PP6LrecognizesthatthecurrentsimulatordoesnotmeettheMarch1991regulatoryrequirementsandisthereforeundertakingamajorsimulatorupgrademodificationproject.Managementwillcloselymonitortheprogressofthisproject.
