SUBJECT:

CATAWBA NUCLEAR STATION, UNIT 2 - SECOND 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN, REQUEST FOR RELIEF 94-05 (TAC NO. M95255)

Dear Mr. McCollum:

The staff, with assistance from its contractor, Idaho National Engineering Laboratory, is reviewing your second 10-year interval inservice inspection program plan and the associated requests for relief (e.g., use of Code cases) from the ASME Boiler and Pressure Vessel Code,Section XI requirements.

Code cases that the NRC has approved for use are listed in Regulatory Guide 1.147, Inservice Inspection Code Case Acceptability, with any additional conditions the.NRC may have imposed. Similarly, Code cases awaiting approval and subsequent listing in Regulatory Guide 1.147 may be adopted by a licensee only if the staff authorizes their use and on any additional conditions the staff may impose.

In Request for Relief 94-05, Rev.1, you requested to implement the alternative to Code requirements contained in Code Case N-521, Alternative Rules for Deferral of Inspections of Nozzle-to-Vessel Welds, Inside Radius Section, and Nozzle-to-Safe End Welds of a Pressurized Water Reactor (PWR)

Vessel. The staff will impose the condition'that when deferring nozzle inspections-to the end of the interval, there will be no more than 10 years between inspections, except where the length ~of a 10-year interval is adjusted in accordance with IWA-2430. A written commitment is needed that you will comply with this condition.

Please respond within 30 days.

Sincerely, Original signed by:
