Zn accordance with 50.54 of 10 CFR Part 50, enclosed is Revision 13 to the Quality Assurance Program for Station Operation.

The revision involves changes in the RG&E management, Engineering, Ginna Station and Electric Transmission and Distribution organi-zations.

The management organization reflects the revised corporate structure being implemented on January 1, 1988 in conjunction with the retirement of the Senior Vice President, General Services and the pending retirement of the Chairman of the Board and the President. Responsibility for overall direction of quality assurance policy is assigned to the Senior Vice President, Production and Engineering. The other changes are relatively minor and include title changes.

Engineering changes include the deletion of the Vice President, Engineering and Construction as this position, having only responsibility for Nine Mile Point 2, will report to the Vice Chairman of the Board. Dividing Electrical Engineering into two groups, Electrical Engineering Design and Electrical Engi-neering Services, established a new discipline reporting to the Director of Engineering Services.

Changes in the Ginna Station organization included the re-establishment of the lead Superintendent. The Superintendent, Ginna Production, becomes Superintendent, Ginna Station and will assume the additional responsibility for Ginna Support Services.

a~ Elimination of the Quality Control Inspection Supervisor and providing supervisory control for the QC technicians from the QC Engineers.

b. An expanded maintenance organization which is enhancing planning and scheduling activities and the performance of special projects.

C ~ Establishment of a corrective action coordination function reporting to the Ginna Superintendent. This function is focusing on the Ginna corrective action backlog and fascillitating root cause analysis.

d. Expansion of the training organization to include maintenance training, technical training, and various support services.

e. Transfer of the computer systems group from the Ginna Technical Manager to an offsite organization.

Elimination o f the Operational Assessment Engineer position in recognition that the duties are being performed by others.

The Electric Transmission and Distribution organization reflects changes in the Electric Substations Department to more clearly illustrate the field service, engineering, administrative and shop functions.

Additionally, clarifications have been made to Sections 16 and 17 in response to NRC review comments on the previous'revision

12. The stop work authority for the Manager, Quality Assurance has been added to Section 16 and the responsibility for the maintenance of engineering records has been clarified.

These changes will not reduce the effectiveness of the Ginna Station Quality Assurance Program nor reduce any of our previous commitments.
