ATTACHMENT TO LICENSEE EVENT REPORT NO. 80-008/03L-0 Wisconsin Electric Power Company Point Beach Nuclear Plant Unit 1 Docket No. 50-266 During normal operation on June 6, 1980, Unit 1 testing in accordance with ICP 2.13 (4160 volt undervoltage test) revealed that relay 1-274/A02X in train "B" would not drop out to initiate an undervoltage trip function. The redundant system train "A" was immediately tested and found to be opera-tional. This event is reportable in accordance with Technical Specification 15.6.9.2.B.1.
The.undervoltage trip logic is set up to trip the reactor when an undervoltage condition exists on both the A01 and._A02 4160 volt buses. The redundant undervoltage relay in train "A" - (1-273/A02X) was fully functional to operate in coincidence with either train relay from bus ,A01 to initiate a reactor trip.
The relay was replaced on June 6 and train "B" for A02 was tested satisfactorily. The cause of the failure of the Westinghouse type NBFD665 relay could not be determined. Repeated bench testing of the relay could not duplicate the failure condition. The relay operated successfully in all tests.
