ATTACHMENT TO LICENSEE EVENT REPORT NO. 82-003/OlT-0 Wisconsin Electric Power Company Point Beach Nuclear Plant Unit 1 Docket No. 50-266 At 0402 hours0.00465 days <br />0.112 hours <br />6.646825e-4 weeks <br />1.52961e-4 months <br /> on February 17, an attempted exercise start of the 3D emergency diesel generator failed. An inspection was made and alarms reset. Another attempted exercise start for the periodic Technical Specification test failed at 0435 hours0.00503 days <br />0.121 hours <br />7.19246e-4 weeks <br />1.655175e-4 months <br />.

After consultation of the Duty Shift Supervisor and Superintendent - Maintenance and Construction, additional checks were made and the fuel rack was found in the low fuel position.

After resetting of the fuel rack, a normal exercise start and test run was completed between 0501 and 0616 hours0.00713 days <br />0.171 hours <br />0.00102 weeks <br />2.34388e-4 months <br />. An additional exercise start was performed at 0645 hours0.00747 days <br />0.179 hours <br />0.00107 weeks <br />2.454225e-4 months <br /> and the 3D emergency diesel generator returned to service at 0700 hours0.0081 days <br />0.194 hours <br />0.00116 weeks <br />2.6635e-4 months <br />. Fuel rack position on the 4D emergency diesel generator was checked and found to be in the operative position.

Assuming the 3D emergency diesel generator to have been inoperable since its last previous test run on February 3, only one emergency diesel generator would have been available during a Unit 1 start-up on February 6 and both units operated with an inoperable emergency diesel generator for more than seven days. One emergency diesel generator inoperable during these operating conditions would be a violation of limiting conditions for operation in Technical Specifications 15.3.7.A.l.e and 15.3.7.B.l.e, respectively.

After test running the 4D emergency diesel generator, the 3D emergency diesel generator was removed from service at 1017 hours0.0118 days <br />0.283 hours <br />0.00168 weeks <br />3.869685e-4 months <br /> on February 17 for inspection of the shut-down solenoid which is mounted on top of the engine governor. The shut-down solenoid is energized for 3.5 minutes on diesel shut-down and operates the governor and fuel rack linkage to shut off fuel flow to the engine. The solenoid then deenergizes to allow the governor to control subsequent diesel starting and operation. The shut-down solenoid plunger on the 3D emergency diesel generator was found to stick in the shut-down position which would have prevented the diesel from starting. The shut-down solenoid plunger was found slightly contaminated with oil which can enter the shut-down solenoid from the governor through clearances in the plunger guide

- bushing. After cleaning, operation of the shut-down solenoid was checked numerous times and the emergency diesel generator test run. The 3D emergency diesel generator was placed back in service at 1600 hours0.0185 days <br />0.444 hours <br />0.00265 weeks <br />6.088e-4 months <br /> on February 17.

As a precaution, the shut-down solenoid on the 4D emergency diesel generator was inspected and cleaned on February 24.

It was found to be in good working condition.

Cleaning and checking of the shut-down solenoids on both emergency diesel generators is being added as an annual maintenance inspection item although it was verified in discussions with the governor manufacturer that this is not a normal maintenance requirement for diesels in this type of service.

The Resident Inspector has been notified of this event.
