On September 11, 2008, the U.S. Nuclear Regulatory Commission (NRC) completed a site-specific implementation of B.5.b, Phase 2 and 3, temporary instruction team inspection of your Arkansas Nuclear One, Units 1 and 2. The enclosed report documents the team's results, which were discussed on September 11, 2008, with you and other members of your staff.
On September 11, 2008, the U.S. Nuclear Regulatory Commission (NRC) completed a site-specific implementation of B.5.b, Phase 2 and 3, temporary instruction team inspection of your Arkansas Nuclear One, Units 1 and 2. The enclosed report documents the teams results, which were discussed on September 11, 2008, with you and other members of your staff.


The inspection examined activities conducted under your license as they relate to the implementation of B.5.b, Phase 2 and 3, mitigating strategies, your compliance with the Commission's rules and regulations, and with the condition of your operating license. Within these areas, the inspection involved examination of selected procedures and records, observation of activities, and interviews with station personnel. This report documents one NRC-identified finding of very low safety significance (Green). This finding was determined to involve a violation of NRC requirements. Because of the very low safety significance and because this violation was entered into your corrective action program, the NRC is treating this finding as a noncited violation, in accordance with Section VI.A.1 of the NRC's Enforcement Policy. If you contest this NONCITED VIOLATION, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at Arkansas Nuclear One , Units 1 and 2, facility.
