NRC email to Entergy, "Arkansas Nuclear One, Unit 2 - Verbal Authorization of Relief Request ANO-RR-21-002 (EPID L-2021-LLR-0084)," ML21314A121, (2CAN112102), dated November 9, 2021 During the current Arkansas Nuclear One, Unit 2 (ANO-2) refueling outage 2R30, Entergy Operations, Inc., (Entergy) performed ultrasonic (UT) examinations of Reactor Vessel Closure Head (RVCH) penetration nozzles in accordance with American Society of Mechanical Engineers (ASME) Code Case N-729-6. During this inspection, an indication was detected on RVCH Control Element Drive Mechanism (CEDM) Nozzle #71. It was determined that the indication is not acceptable under ASME code requirements.

Due to the indication described above, repair of CEDM Nozzle #71 is required. Entergy has decided to perform a "half-nozzle" repair of CEDM Nozzle #71. The proposed alternative is provided in Enclosure 1 of this letter. Enclosure 1 contains information proprietary to Framatome Inc. (Framatome). Framatome requests that these documents be withheld from public disclosure in accordance with 10 CFR 2.390(a)(4). This information is marked with double bracketed ((( ))) before and after the proprietary information. An affidavit supporting this request is contained in Enclosure 2. Enclosure 3 contains the non-proprietary version of the relief request.

This request is similar to the Reference request for the ANO-2 RVCH Penetration 46 that was approved by the NRC in 2021 (Referenced).

Pursuant to 10 CFR 50.55a(z)(1), Entergy requests NRC approval of the proposed alternative to the ASME Code repair/replacement requirements, on the basis that the proposed alternative provides an acceptable level of quality and safety.

2CAN102402 Page 2 of 2 This request for relief is required to address an emergent condition at ANO-2. Entergy requests NRC approval as soon as possible, but no later than October 22, 2024. Relief is requested for the duration of ANO-2 operating Cycle 31, currently expected to conclude in the Spring 2026.

Entergy understands that separate NRC approval will be required in order to extend the design life of the repaired nozzle beyond Cycle 31.

A new regulatory commitment is contained in the attachment to Enclosure 1.
