On December 31, 2022, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Arkansas Nuclear One. On January 12, 2023, the NRC inspectors discussed the results of this inspection with Doug Pehrson, General Manager Plant Operations, and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Arkansas Nuclear One, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

PLANT STATUS
Unit 1 began the inspection period at approximately 73 percent power in an end of operating cycle power coast down. On October 7, 2022, Unit 1 operators initiated a power reduction and took the unit offline to begin a planned refueling outage on October 8, 2022. Unit 1 operators made the reactor critical at the end of planned outage activities on November 23, 2022.
However, when the operators attempted to place the main generator in service at approximately 16 percent power on November 24, 2022, the exciter failed. Unit 1 operators shut down the reactor the same day and began a reactor coolant system cooldown to Mode 5. After replacing the exciter and completing emergent seal replacement and post-maintenance testing on the B decay heat/low pressure injection pump, Unit 1 operators completed heatup of the reactor coolant system and made the reactor critical on December 29, 2022. The main generator was successfully placed in service on December 30, 2022. The unit was held at approximately 37 percent power to repair a steam leak on the B main feedwater pump piping. Following completion of the repair, Unit 1 was in power ascension at approximately 40 percent power at the end of the inspection period.
Unit 2 began the inspection period at full power. On October 31, 2022, Unit 2 operators reduced power to approximately 75 percent at the request of the grid operator to reduce station output.
Operators returned the unit to full power on November 2, 2022, and continued operating at full power for the remainder of the inspection period.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk-significant activities, and completed onsite portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

- (1) The inspectors observed and evaluated licensed operator performance in the control room during Unit 1 power reduction and unit shutdown on October 8, 2022.
- (2) The inspectors observed and evaluated licensed operator performance in the control room during Unit 2 stroke testing of safety-related service water motor-operated valves on December 2, 2022, and during core protection calculator functional tests on December 21, 2022.
Licensed Operator Requalification Training/Examinations (IP Section 03.02) (2 Samples)
- (1) The inspectors observed and evaluated a Unit 2 simulator scenario of a control element assembly misalignment followed by a control element assembly drop and reactor trip on November 17, 2022.

- (2) The inspectors reviewed the licensees corrective action program for potential adverse trends in the implementation of the 10 CFR Part 21 reportability program that might be indicative of a more significant safety issue. An observation identified during this review is documented in the Inspection Results section of this report.
INSPECTION RESULTS
Observation: Semiannual Trend Review of 10 CFR Part 21 Program Screenings 71152S The inspectors performed a review of potential adverse trends in the licensees corrective action program with emphasis on the implementation of the licensees 10 CFR Part 21 program. The inspectors sampled a population of condition reports during the period of January 1 through September 30, 2022. Based on the samples reviewed, the inspectors identified an observation where the licensee may not properly screen condition reports for Part 21 applicability. The inspectors noted potential confusion in the implementation of Procedure EN-LI-108-01, 10 CFR 21 Evaluations and Reporting, with respect to screenings for Part 21 applicability for components not installed in the plant. The inspectors discussed an example of Part 21 screening of a nonconforming condition of a component discovered prior to installation. The licensee initiated Condition Report CR-ANO-1-2022-01509 to address the issue. The subsequent screening determined that there was no Part 21 applicability. The inspectors also noted a potential interface problem between Procedure EN-LI-102, Corrective Action Program, and procedure EN-LI-108-01 because there was no direction to enter procedure EN-LI-108-01, to screen for Part 21 applicability, from the corrective action program procedure EN-LI-102. The licensee addressed this observation via condition report CR-HQN-2022-01688. No findings or violations of more than minor significance were identified.
