SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Arkansas Nuclear One, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

List of Findings and Violations No findings or violations of more than minor significance were identified.

PLANT STATUS Unit 1 operated at or near full power for the entire inspection period.

Unit 2 began the inspection period at full power. On June 24, 2022, Unit 2 operators manually tripped the A main feedwater pump in response to an electrohydraulic control fluid leak on the pump turbine, which stopped the leak and initiated a turbine runback. Operators stabilized Unit 2 at approximately 77 percent power. Following completion of corrective maintenance and extent-of-condition inspections on both main feedwater pumps, the unit was returned to full power on June 25, 2022. Unit 2 remained at or near full power for the remainder of the inspection period.

INSPECTION SCOPES Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, appendix D, Plant Status, observed risk-significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY 71111.04 - Equipment Alignment Partial Walkdown Sample (IP Section 03.01) (5 Samples)

The inspectors evaluated system configurations during partial walkdowns of the following systems/trains:

OTHER ACTIVITIES - TEMPORARY INSTRUCTIONS, INFREQUENT AND ABNORMAL 60855 - Operation of an ISFSI The inspectors performed a review of the licensees independent spent fuel storage installation (ISFSI) activities to verify compliance with requirements of the Certificate of Compliance 72-1014, License Amendment 13 and the HI-STORM Final Safety Analysis Report (FSAR), revision 18. The inspectors reviewed selected procedures, corrective action reports, and records to verify ISFSI operations were compliant with the Certificate's technical specifications, requirements in the FSAR, and NRC regulations.

Operation of an ISFSI (1 Sample)

(1) Inspectors evaluated the licensees dry cask storage operations from May 23-26, 2022, during an on-site inspection. The ANO ISFSI consisted of two different cask designs. ANO had loaded 24 canisters of the Energy Solutions ventilated storage cask (VSC), VSC-24 design, (Certificate of Compliance (CoC)

No. 1007) from 1996 to 2003. Since that time, ANO had been loading HI-STORM 100S version C overpacks containing either a multi-purpose canister (MPC)-24 or MPC-32 design. At the time of the routine inspection, the HI-STORM-100 ISFSI pads 8

contained a total of 75 overpacks and the licensee was in the process of loading canister 76.

During the on-site inspection, the inspectors evaluated and observed the following activities:

de-stacking operations after downloading of canister at the cask transfer facility placement of the HI-STORM 100 overpack lid for Holtec cask No. 75 walkdown of the VSC-24 ISFSI and Holtec HI-STORM 100 ISFSI Holtec canister No. 76 prep activities and lid fit up operations placement of the HI-TRAC transfer cask with Holtec canister No. 76 into spent fuel pool loading and verification of spent fuel into canister No. 76 heavy load lifts using the cask handling crane to place the canister lid, while under water in spent fuel pool cask loading pit The inspectors reviewed and evaluated the following documentation during the inspection:

fuel selection evaluations for the canisters loaded since the last NRC ISFSI inspection (canisters 69 - 76) radiation surveys for radiological dose at the owner-controlled boundary to verify compliance with the requirements of 10 CFR 72.104 for years 2019 -

2021 selected ISFSI-related condition reports issued since the last NRC ISFSI inspection quality assurance program implementation, including recent audits, surveillances, receipt inspection, and quality control activities related to ISFSI operations compliance to technical specifications for operational surveillance activities and FSAR required annual maintenance activities documentation of annual maintenance activities for the sites cask handling crane, vertical cask transporter, and special lifting devices selected licensee design changes and program changes to the ISFSI performed under the site's 10 CFR 72.48 program no changes had been made by the licensee to the site's 10 CFR 72.212 evaluation report since the last inspection, it remained at revision 12.

INSPECTION RESULTS No findings were identified.

EXIT MEETINGS AND DEBRIEFS The inspectors verified no proprietary information was retained or documented in this report.

On May 19, 2022, the inspectors presented the evaluations of changes, tests, and experiments inspection results to Mr. J. Sullivan, Site Vice President, and other members of the licensee staff.
