Serial No. 515 NO/RMT:acm Docket No. 50-281 License No. DPR-37 This letter report is submitted in accordance with the provisions of Surry Power Station Technical Specification 4.14.C.1.

During the period of 0100 to 0200 on August 13, 1981, the condenser cooling water outlet temperature exceeded the maximum rate of change of 3F/hr ted by Technical Specification 4.14.A.3.

The average rate of change during this period was 4F/hr. At the time of this event, Unit No. 1 was operating at approximately 100% power and Unit No. 2 was ramping down in power as a result of problems with a feedwater pump. During the Unit No. 2 ramp, a shear pin on one of the condenser inlet screens sheared, causing perturbations which resulted in the outlet temperature rate of change exceeding that allowed* in the Technical Specifications.

It should be noted that all due care and caution were exercised during the power de-escalation.

A search was conducted to determine if the temperature change had affected the river environment.
