MC4694 AND MC4695) On April 20, 2010, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Nuclear Connecticut, Inc. (DNC). The purpose of the meeting was to discuss remaining issues identified during NRC staff review of the Millstone Power Station, Unit Nos. 2 and 3 (MPS2 and MPS3, respectively) Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors," supplemental response. The meeting was a follow-up to the April 8, 2010, Category 1 public teleconference on the same subject. A summary of the April 8, 2010, meeting can be found at Agencywide Documents Access and Management System (ADAMS) Accession No. ML 101170575. The meeting was intended to give DNC the opportunity to explain its proposed approach for responding to the NRC staff's request for additional information (RAI) dated February 4, 2010 (ADAMS Accession No. ML 100070068). The meeting was also intended to give the NRC staff the opportunity to provide feedback regarding the licensee's proposed approach and to provide a mechanism for the NRC and DNC to come to mutual agreement on the remaining steps toward resolution of the outstanding GL 2004-02 issues for MPS2 and MPS3 No proprietary information was discussed at the meeting. OF APRIL 20,2010, MEETING WITH DNC TO DISCUSS GENERIC LETTER 2004-02 SUPPLEMENTAL RESPONSE REQUEST FOR ADDITIONAL INFORMATION (TAC NOS. MC4694 AND MC4695) On April 20, 2010, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Nuclear Connecticut, Inc. (DNC). The purpose of the meeting was to discuss remaining issues identified during NRC staff review of the Millstone Power Station, Unit Nos. 2 and 3 (MPS2 and MPS3, respectively) Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors," supplemental response. The meeting was a follow-up to the April 8, 2010, Category 1 public teleconference on the same subject. A summary of the April 8, 2010, meeting can be found at Agencywide Documents Access and Management System (ADAMS) Accession No. ML 101170575. The meeting was intended to give DNC the opportunity to explain its proposed approach for responding to the NRC staff's request for additional information (RAI) dated February 4, 2010 (ADAMS Accession No. ML 100070068). The meeting was also intended to give the NRC staff the opportunity to provide feedback regarding the licensee's proposed approach and to provide a mechanism for the NRC and DNC to come to mutual agreement on the remaining steps toward resolution of the outstanding GL 2004-02 issues for MPS2 and MPS3 No proprietary information was discussed at the meeting. No members of the public were in attendance. A list of attendees is provided in the enclosure. The licensee provided draft responses to the NRC staff's RAI dated April 8, 2010 (ADAMS Accession No. ML 1009804150). The following summarizes the discussion of each proposed response discussed at the April 20, 2010, meeting:
1.0 Millstone Power Station, Unit NO.2 1.1 Request For Additional Information No. 14 The NRC staff does not agree with DNC's calcium phosphate solubility argument; however, the NRC staff believes that there is enough conservatism in ONC's testing to preclude the need for the calcium phosphate solubility argument. DNC intends to remove the calcium solubility argument from its response and focus the response on the existing conservatisms in the calculation that determined the amount of plant-specific
-2dissolved calcium. ONC agreed to provide a new draft response to this request for additional information. This new draft response will be discussed at a future public teleconference.
1.2 Request For Additional Information No. 15 The NRC staff stated the proposed response is acceptable.
2.0 Millstone Power Station, Unit No.3 2.1 Request For Additional Information NO.6 In response to a question from ONC, the NRC staff stated that applying conservatisms to demonstrate the Rig 33 test results are acceptable for MPS3 is an acceptable approach to resolve the remaining issues associated with this request for additional information. ONC agreed to provide a new draft comprehensive response to this request for additional information. This new draft response will be discussed at a future public teleconference.
2.2 Request For Additional Information No. 16 The NRC staff does not agree with ONC's calcium phosphate solubility argument; however, the NRC staff believes that there is enough conservatism in ONC's testing to preclude the need for the calcium phosphate solubility argument.
