SUMMARY
OF APRIL 8,2010, TELECONFERENCE WITH DNC TO DISCUSS GENERIC LETTER 2004-02 SUPPLEMENTAL RESPONSE REQUEST FOR ADDITIONAL INFORMATION (TAC NOS. MC4694 AND MC4695)
On April 8, 2010, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Nuclear Connecticut, Inc.
(DNC). The purpose of the meeting was to discuss remaining issues identified during NRC staff review of the Millstone Power Station, Unit Nos. 2 and 3 (MPS2 and MPS3, respectively) supplemental response to Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors." The meeting was intended to give DNC the opportunity to explain its proposed approach for responding to the NRC staff's request for additional information (RAI) dated February 4, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100070068). The meeting was also intended to give the NRC staff the opportunity to provide feedback regarding the licensee's proposed approach and to provide a mechanism for the NRC and DNC to come to mutual agreement on the remaining steps toward resolution of the outstanding GL 2004-02 issues for MPS2 and MPS3.
No proprietary information was discussed at the meeting. No members of the public were in attendance. A list of attendees is provided in the enclosure.
The licensee provided draft responses to the NRC staff's remaining issues for the April 8, 2010, teleconference (ADAMS Accession No. ML100980415).
The following summarizes the discussion of each proposed response:
1.0 Millstone Power Station, Unit NO.2 1.1 Request For Additional Information No.3 The NRC staff stated that the proposed response is acceptable. However, the licensee should include further information (e.g., type of material and thickness, distance above the strainer, whether it covers the entire strainer or overhangs it, and qualitative structural loading design criteria) to describe the cover plate in the final response. The licensee should also state whether the cover plate is safety related.
- 2 1.2 Request For Additional Information No.6 The NRC staff stated that DNC should clarify the amount of debris added to the Rig 89 test in its response. DNC stated during the meeting that the Rig 33 test established a basis for a thin bed, then more debris was added to validate that additional head loss did not occur. DNC further stated that the Rig 89 fiber amount used is the Rig 33 amount minus the final Rig 33 debris addition. DNC stated that it will validate the previous statements are consistent with Table 1 of their response, "Millstone 2 Test Debris Load Comparisons between Rig 89 and 33," and will revise the table as necessary.
The NRC staff also stated that the information on scaling between the tests was extraneous and added confusion to the response. The licensee stated that it would remove this information.
1.3 Request For Additional Information Nos. 12 and 13 The NRC staff stated that the proposed responses are acceptable.
1.4 Request For Additional Information Nos. 14 and 15 The NRC staff stated that they would further consider the response and provided feedback at a public teleconference held on April 20, 2010.
2.0 Millstone Power Station, Unit No.3 2.1 Request For Additional Information No.6 The NRC staff stated that part of the proposed response was acceptable. It was determined that the remaining issues would need further discussion.. These issues are related to the test methods for head loss. A follow-up public teleconference will be scheduled to discuss these issues; the call is tentatively planned for May 2010.
Specific sub-item status:
The NRC staff stated that the proposed responses to items 1, 2, and 5 of RAI No.6 are acceptable. Items 3, 4, and 6 are not resolved, and the licensee is considering its path forward. The NRC staff stated the proposed response to item 7 is acceptable, although the NRC staff does not believe that an adequate case has been made to justify that Rig 33 is not representative of MPS3.
2.2 Request For Additional Information No.9 The NRC staff stated that the proposed response is acceptable.
2.3 Request For Additional Information Nos. 14 and 15 The NRC staff stated that the proposed responses are acceptable.
