Back.ground:

Section 2.1.7 of NUREG-1555 Supplement 1, Environmental Standard Review Plan for Operating License Renewal specifies the requirement: "the power transmission system description is consistent, accurate, and given in sufficient detail," for the analysis in the draft supplemental environmental impact statement.

The staff requests clarification since the transmission lines appear to be inconsistently labeled. Section 3.1.3 of STP Nuclear Operating Company's license renewal environmental report describes seven 345-kV lines that connect South Texas Project (STP), Units 1 and 2, to the regional electric grid: Velasco, Blessing, Hillje, Holman, Hill Country, Sky Line, and White Point loop. However, Section 3.7 of the STP combined license environmental report (ER) describes nine 345-kV transmission lines that connect STP, Units 1 and 2, to the regional power grid. The nine lines described are given different names than those in the license renewal application ER: DOW 18, DOW 27, WAP 39, Elm Creek 18, Hillje 64, Blessing 44, Elm Creek 27, Hillje 44, and Whitepoint 39.Requested information:

Please provide the following clarifications: (a) how many lines connect STP to the regional power grid (b) the names of each line STP Response: (a) There are nine 345 kV transmission circuits connecting the STP switchyard to the regional power grid.(b) Figure 8.2-1 of the STP Updated Final Safety Analysis Report shows the nine 345 kV transmission circuits connecting to the STP switchyard.

The nomenclature of the nine lines in Figure 8.2-1 is consistent with the nomenclature in Section 3.7 of the STP combined license environmental report. Section 3.1.3 of the STP Nuclear Operating Company's license renewal environmental report describes the nine (vice seven as stated above) 345 kV transmission circuits that connect to the STP switchyard from the regional electric grid. The following table and notes provide a cross-reference between the transmission circuits described in the combined license environmental report and the transmission circuits described in the license renewal environmental report.

The DOW 18 and DOW 27 lines are the same lines as the Velasco lines described in Section 3.1.3 of the License Renewal Application (LRA) Environmental Report (ER).Section 3.1.3 of the LRA ER states that Velasco is a double line. The Velasco lines are interchangeably named as Velasco iNelasco 2 or DOW 18/DOW 27.2. The Blessing 44 line is the same line as the Blessing line described in Section 3.1.3 of the LRA ER.3. Parrish-to-Lon Hill line that was looped into the STP substation described in Section 3.1.3 of the LRA ER. This line transited from the STP substation to the Lon Hill substation.

Subsequently, this line was connected to the White Point substation and the Lon Hill loop was looped into the White Point substation.
