Thedistancefromthecontainment tothenearestsiteboundary(excluding theboundaryonthelakefront)is1550feetbuttheminimumexclusion distanceisassumedtobe450metersor1476feet.ThesiteboundaryisshownintheattachedFigure1ofthisevaluation (notethatadditional landtothewesthasbeenpurchased sinceFigure2.2-3oftheFSARwassubmitted).
Nopublichighwaysorrailroads traversetheexclusion area.Rochester GasandElectricCorp.ownsandcontrolsallofthelandwithintheexclusion area.Regarding thelakeshore frontagewithintheexclusion area,RGSE,byNewYorkStateprocedures, ownsthelandabove243.8'sl.
Thisiswellbelowtheaveragelakestageof246feetmsl,butisabovetheExtreme P)I LowWaterLevelof242.23feetmslandthelowestregulated levelof243feetmsl.However,sincethelowperiodisgenerally in1thewinterandthehighperiodinthesummer,itisnotexpectedthattherewouldbeany"beachuse"ofthisarea.Previousexperience confirmsthis;thus,nospecialprecautions forpotential beachusersareinplace.Theexclusion areaisnotdefinedoverthewatersofLakeOntarioadjacenttotheR.E.Ginnasite.TheNRCstaffinrecentcasesinvolving shorefrontsiteshasinterpreted thedefinition ofanexclusion areain10CFRPart100asapplyingtotheentireareasurrounding areactorincluding theoverwater portion.Inthesecases,applicants havebeenrequiredtomakeappropriate arrangements tocontrolwatertrafficwithintheexclusion areaintheeventofaplantemergency.
WhileRGGEhasnotspecifically definedanexclusion areaoverthewater,arrangements havebeenmadewiththeU.S.CoastGuard,asdocumented intheGinnaPlantRadiation Emergency Plan,forthecontrolof5water'raffic intheeventofaplantemergency.
Thelackofadefinedexclusion areaoverthewater'djacent etotheplantsiteisadeviation fromthestaff'scurrentinterpre-tationofthecriteriain10CFRPart100.However,thearrangements madebyRGSEwiththeU.S.CoastGuardmeettheintentofthecriteriaand,therefore, itisconsidered thatthelackofa'JIedefinedexclusion areaoverthewaterdoesnotconstitute asignificant safetyissuefortheSEPreview.Theissueofdefininganexclusion areaoffshore, asitmightaffecttheatmospheric dispersion characteristics ofthesitewillbeevaluated underSEPTopicII-2.C.
