ROCHESTERGASANDELECTRICCORPORATIONDATE:August26@1987SHEETNO.2RG&EagreeswiththeviolationandoffersthefollowinginresponsetotheNoticeofViolationandtheassociatedunresolvedissue(item4b)relatedtotheviolation:Asstatedintheviolation,drawing33013-756wasissuedAs-builtonEWR4374consistentwithEngineeringProcedureQE303.The8threvisionofthedrawingappropriatelyreflectedthespecificmodificationperformedinEWR4374.Thediscrepanciesnotedbytheinspectorwerevalidfindings,however,theywerenotrelatedtoEWR4374.EngineeringProcedureQE303requiresthateachmodificationbeissuedAs-builtuponcompletionofthework.Changesareauthorizedforonlythosedrawingsorportionsofdrawingsthatareaffectedbythespecificmodification.Errorsonunrelatedportionsofadrawingarecorrectedifrecognizedatthetimearevisionismade.FieldpersonnelarerequestedtoreportanydiscrepanciesfoundusingtheDrawingChangeRequestform.RG&EEngineeringbeganaprogramtorecovertheconfigurationofClass1ED.C.fusingwhendiscrepancieswerediscoveredduringthereviewoftheD.C.systemundertheSystematicEvaluationProgram(SEP)andAppendixRreviewprogram.Themostlikelycauseforthefinding,asdiscussedinthenoticeofviolation,canbeattributedtothegeneralnatureoftheoriginalGinnadrawingswhichareusedtodescribetheD.C.system.Specifically,panellayoutdrawingsareusedasasinglelinediagramwithlittlespecificfuseinformation.Ineachcasewhereadiscrepancywasidentified,anevaluationwasperformedtoassessthesafetyimpactofthediscrepancy.Itwasdeterminedthatthesafetyfunctionswereassured.Itwasalsodeterminedthatnewdrawingswererequiredtoreflect,asaminimum,fusesizesandtypesandtoshowtheinterconnectionsbetweenfusesusedinallsubsystems.Thedrawingdevelopmentactivityiscurrentlyinprogressalongwithacompletere-evaluationofallfuses,clipsandwiresizes.SpecificationEE-100,"D.C.FuseRequirements",developedforthefuseupgradeprogram,identifiesalltherequirementsapplicabletotheGinnaStationD.C.systemandencompassesfuses,clipsizes,wireampacities,fusetestinganddesignrequirements.Configura-tioncontrolisachievedthroughGinnaStationProcedureA-60,"ControlofD.C.SystemFuseSizeandCoordination",whichrequirestheuseofthenewconfigurationcontroldrawingsinreplacingexistingfusestoensurethattheproperfusetypeandratingisused.EngineeringreviewsarecurrentlyscheduledtobecompletedbyDecember,1987,atwhichtimeitisexpectedthatsomefuseswillbeidentifiedforreplacement.Sincethefusestobereplacedareinoperatingsystems,itisanticipatedthattworefuelingoutageswillberequiredtocompletethereplacementprogram.Thisisdue,inpart,toanticipatedschedulingproblemsassociatedwithremovingspecificsystemsfromservice.Therefore,thereplace-mentprogramshouldlastthroughtheendofthe1989refuelingoutage.ItisbelievedthatthefuseupgradeprogramalongwithexistingplantprocedureswillstrengthenconfigurationcontrolontheD.C.distributionsystem.
