Gentlemen:
By letter dated July 23,1998 (Reference 1), the Nebraska Public Power District (District) replied to Notice of Violation No. 50-298/98002-02. This violation response included the following two commitments:
1, Options for clarifying action levels on the fuel zone level instrumentation and defining TAF for the purposes of EOP implementation will be evaluated. The needed changes will be implemented by November 15,1998.
- 2. The Improved Technical Specification (TS) implementation team identified changes that are needed to correct TS Figure 2.1.1, which is being relocated to the USAR. These changes will be completed by September 16,1998, following relocation to the USAR.
By letter dated September 16,1998 (Reference 2), the District extended the commitment date for the second commitment to November 15,1998, as it was determined that this commitment should be completed concurrently with the first commitment. The calculations needed for the rescaling changes are required to conform with the analyses supporting the Severe Accident Management Guideline (SAMG) implementation. Therefore, these modifications an being coordinated with the SAMG project, which is scheduled for completion on December 31,1998. In addition, it is necessary to demonstrate the instrument l
l rescaling changes to the operators on the simulator prior to implementation in the plant. The first simulator training cycle following the SAMG implementation is scheduled for completion on February 19,1999. Accordingly, the District is informing the NRC that the dates for the tivo commitments steted herein have been revised to February 28,1999.
