NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20666 4 001 9
September 16, 1998 Mr. G. R. Hom Sr. Vice President of Energy Supply
^ Nebraska Public Power District 141415th Street Columbus, NE 68601
SUBJECT:
RESPONSE TO NRC BULLETIN 95-02," UNEXPECTED CLOGGING OF A RESIDUAL HEAT REMOVAL (RHR) PUMP STRAINER WHILE OPERATING IN SUPPRESSION POOL COOLING MODE," COOPER NUCLEAR STATION (TAC NO. M93897)
Dear Mr. Hom:
By letter dated November 16,1995, the Nebraska Public Power District (NPPD) submitted its response to NRC Bulletin 95-02, " Unexpected Clogging of a Residual Heat Removal (RHR)
Pump Strainer While Operating in Suppression Pool Cooling Mode," for the Cooper Nuclear
' Station. The enclosure provides the staff's evaluation of the NPPD's response.
NRC Bulletin 95-02 requested that licensees review the operability of their emergency core cooling system and other pumps which draw suction from the suppression pool while performing their safety function. The licensees' evaluations should be based on suppression pool cleanliness, suction strainer cleanliness, and the effectiveness of their foreign material exclusion practices. In addition, licensees were requested to implement appropriate procedural modifications and other actions (e.g., suppression pool cleaning) as necessary to minimize l
foreign material in the suppression pool, drywell, and containment. Licensees were also I
requested to verify their operability evaluations through appropriate testing and inspection. In its response to the bulletin, dated November 16,1995, NPPD described its plans to comply with all of the requested actions. The staff has concluded that NPPD's response to NRC Bulletin 95-02 is acceptable for the Cooper Nuclear Station.
The staff's review of related issues discussed in NRC Bulletin 96-03, " Potential Plugging of Emergency Core Cooling Suction Strainers by Debris in Boiling Water Reactors," dated May 6, 1996; and in NRC Generic Letter 97-04, " Assurance of Sufficient Net Positive Suction Head for 9809220038 980916 i
