' NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-295; 50-304 As a result of the inspectio.1 conducted on December 30. 1986 through January 14, 1987, and in accordance with 10 CFR Part 2. Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

10 CFR 50.49 Paragraph (f) requires each item of electrical equipment important to safety to be qualified by testing and/or analysis.

10 CFR 50.49 Paragraph (j) requires a record of the qualification documentation of EQ equipment to be maintained in an auditable form to pennit verification that the equipment is qualified for its application and meets its perfonnance requirements during an accident.

l Contrary to the above, cubicle cooler fan motor lead splice / cable assemblies used in 10 CFR 50.49 designated applications were spliced with various types of non-EQ tapes utilizing sections of non-EQ PVC cable. The licensee identified this deficiency and initiated a program to replace these assemblies. The licensee also stated that based on additional industry data available on radiation and aging tests performed on PVC cable these splice / cable assemblies were qualifiable.

This is a Severity Level IV violation (Supplement ID).

[ Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this i office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
