.i As a result of the inspection conducted on May 31, 1989, and in accordance 1' with the '_' General Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the following violation was identified:

Technical Specific'ation 3.6.1.B requires that three containment spray systems shall be operable for pressure reduction whenever the reactor is operating except as specified in 3.6.1.C. 3 Technical Specification 3.6.1.C requires that from and after the time that one of the three containment spray systems for pressure reduction is made or found to be inoperable for any reason, reactor operation is permissible only during the succeeding 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> provided that during those 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> the remaining containment spray systems and four fan coolers are operable.

Contrary to the above, Unit 1 operated at power levels up to 100% from March 11, 1989, until March 18, 1989, a period in excess of 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, while the 1A containment sp.wy system vas inoperable due to tise failure of

~ 1 MOV-CS-0049 to stroke during testing.

This is 'a Severity Level IV violation (295/89017-01(DRP)) (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) the corrective actions that have been taken and the results achieved; (2) the corrective actions that will be taken to avoid further vic'ations; und (3) the date when full compliance will be achieved. Consideration may be given.to extending your response time for good cause shown.
