As a result of the inspection conducted during 'the oeriod Jul 16 through-

-August:8, 1990, and in accordance with the " General Statement'of Policy and.

. Procedure for.NRC Enforcement Actions," 10 CFR Part 2, Appendix C,.(1989)

.(Enforcement Policy) the f.ollowing. violation was identified:

.e a Technical; Specification.6.2.1. requires adherence to Zion Station procedures.

. Zion Station' Administrative Procedure, ZAP 5-51-15, High Radiation Area Access j

Control, requires that high radiation access doors be closed and locked at-L..

all. times.unless a worker is posted outside the area to pr@ibit unauthorized entries.

2AP 5-51-15 also requires positive control over keys to-locked high-radiation areas.:

l OH Contrary to the above,'during the period from December 7, 1989 to May 10, 1990, o

there were eleven incidents in which access to high radiation areas was not controlled as required by ZAP 5-51-15.

Five of these incidents-involved th'e'

'radwaste annex door.

j Pursuant to'thel provisions of 10 CFR.2.201, you are' required to submit to this office within thirty days of,the date of this Notice-a written statement or explanation in' reply, including for. each violation:

(1) the corrective steps that:have been taken and the results achieved;-(2) the corrective steps that 1

will be'taken to avoid further' violations; and (3) the date when full ~

compliance will be' achieved.

Consideration may be given to extending your response time for good cause shown..
