EXECUTIVE
SUMMARY
The Institute of Nucleu Power Operations (INPC) conducted an evaluation of Niagara Mohawk Power Corporation 4 Nine Mlle Point Nucleu Station during the weeks of Mar and 20,1989. The station is located oppteximately seven miles east of Oswep, New York, on the southear2 shore of 1.ake Ontarlo. Unit 1 is a 610MTe (net) Cemral E,ectric bollin water reactor that began commercial operation In December IMt. Unit 2 to a 1.080 MTe (net) Ceneral Electric belling water teoctor that began commercla! operating in March 1988. During the evaluation, both units were in cold dwtdown, unit i in an extended outag . Findings and recommendations are listed under the performance objectives to which they pertain. Findings describe conditions that detract from meeting the performance ob Ives. Particularly noteworthy conditions that contribute to meeting perfortnance ob tives are identitled as good practices and strengths. Good practices we considered su fielently unique within the industry such that they would be useful to other utilities.
The recommendations following each fin (mg we Intended to assist the utility in ongoing efforto to Imptove all upects of its nuclew programs. In addressing thue findings and recommendations, the utility should, in ed(ation to correcting or improving specific conditions, pursue underlying causes and issues. Additional wpporting details for selected I findings we provided in Appendix it. !
As a part of each station evaluation, the evaluation team follows up on ruponses to findini in previous ieports. Findings with response actlons that ate incomptete, but progtening on a reasonable schedule, are curled forward in Appendix ! to the report.
