Inspection Report 50-244/87-09 R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Russell:

In accordance with your request contained in USNRC Inspection Report 50-244/87-09 paragraph 4e, regarding the presence of non-technical reading material in the Control Room, the following response is submitted.

Following notification of the observation the Resident Inspector to the Operations Manager, on 5/27/87,by a thorough review was conducted. The observation was a subject of discussion at a Shift Supervisor's and Control Room Foreman's Meeting on 6/2/87.

As was ment'ioned in the Inspection Report, the current administra-tive procedure guidance limits reading material to that authorized by the Shift Supervisor. This policy along with the observation have been reviewed with Shift Supervisors. It was conveyed to the Shift Supervisors, that use of non-technical reading materials such as paperbacks or magazines is not acceptable.

All operational and on-shift activities are continually supervised .

by the Shift Supervisor, Control Room Foreman, and 'Statioh Management. They continue to be motivated and dedicated indivi-duals. With this in mind, it concern should only surface when and seems prudent that this type of if it is observed to effect operator activities and performance. As was the case, the observation only involves the presence of non-technical reading material and no other data to conclude that operator attentiveness was or could be in question.
