| Thank you for your letter dated January 13, 2006, in response to the Notice of Violation for afinding issued on December 16, 2005. Your response stated that you concurred with the violation and significance determination process characterization of White.In your letter, you indicated that this violation does not reflect current performance. Youidentified the causes of the violation included that station management had not adequatelyenforced and that plant staff had not fully embraced the expectations to consistentlydemonstrate a self-critical culture. Two additional causes identified were emergency preparedness department and station management had not effected a change to improve site behaviors to support emergency preparedness critical tasks and that training and developmentof emergency preparedness staff was not provided. Your letter also provided information about corrective steps taken and the results achieved as reflected in the results of a special inspection of emergency preparedness completed on July 1, 2005, with good progress being made with no findings identified. ACKNOWLEDGEMENT LETTER FOR A WHITE FINDING AND NOTICE OF VIOLATION AND IMPOSITION OF CIVIL PENALTY -$60,000 NRC INSPECTION REPORT NO. 050-002662005-017DRS; 050-00301/2005-017 DRS
Dear Mr. Koehl:
Thank you for your letter dated January 13, 2006, in response to the Notice of Violation for a finding issued on December 16, 2005. Your response stated that you concurred with the violation and significance determination process characterization of White.
In your letter, you indicated that this violation does not reflect current performance. You identified the causes of the violation included that station management had not adequately enforced and that plant staff had not fully embraced the expectations to consistently demonstrate a self-critical culture. Two additional causes identified were emergency preparedness department and station management had not effected a change to improve site behaviors to support emergency preparedness critical tasks and that training and development of emergency preparedness staff was not provided. Your letter also provided information about corrective steps taken and the results achieved as reflected in the results of a special inspection of emergency preparedness completed on July 1, 2005, with good progress being made with no findings identified. You stated that full compliance was achieved in 2003 and that no additional corrective actions were identified to be taken regarding this violation. In accordance with 10 CFR 2.390 of the NRC's Rules of Practice, a copy of this letter and your response will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
