Dear Mr. Crutchfield:

Enclosed is Revision 3A to the Ginna Station Quality Assurance Manual,'ppendix C, which describes the Inservice Pump and Valve Testing Program for January 1, 1981 through December 31,'990 testing period. This revision further revises Revision 3, submitted for USNRC approval on December 21, 1982. Revision 3A incorporates commitments to test valves which perform,a 'pressure isolation funct'ion from the reactor coolant pressure boundary.' This revision also recognizes that Valves 842A and 842B are unable to be safely full stroke tested. Note 28 provides justification for partial stroke testing in -lieu of full stroke testing.

The changes and additions are shown primarily on pages 9, 12,'3; 32, 33; 36; 37 and illustrated by a solid line in the right hand margin.

To minimize confusion, this submittal includes all pages of the Pump and Valve Testing Program, and therefore supersedes the previous submittal.
