In accordance with the          above  subject which stated:
                      "On May 1 through June 15, 1985 one violation of NRC require-ments was identified. The violation involved the failure to adhere to Station Procedures.                      In accordance with the "General Statement of Policy and Procedure for Enforcement Actions", 10 CFR Part 2, Appendix C, (1985), the violation is listed below:
Technical Specification 6.8 states that written procedures shall be established, implemented and maintained covering surveil-lance and test activities of safety related equipment.
Administrative Procedure A-1105, "Calibration and/or Test Surveillance Program for Instrumentation/Equipment of Safety Related Components", defines the surveillance program and provides a listing of the other instrumentation not specifically listed in plant Technical Specifications, but which is used for protection of safety related equipment or determination of satisfactory operation of safety related systems.
Contrary to the above, on May 29, 1985, while all station Fire Detection Systems were out of service for troubleshooting and repair of an electrical fault, compensatory measures taken in accordance with Technical Specification 3.14.1.1 included the utilization of the Containment Temperature Monitoring System which is not incorporated in the A-1105 surveillance program."

Dear Dr. Murley:

In accordance with the above subject which stated:
