Dear Mr. Johnson:

In Reference 1, RG&E submitted a program that satisfied the requirements of IEB 85-03. That program prescribed a test schedule consisting of an annual motor load test for AC MOVs, annual baseline test for DC MOVs and a full baseline test for AC MOVs every four years. This schedule was acknowledged to be flexible, subject to change based on either industry or in-plant data.

Since Reference 1 was submitted, RGGE has re-evaluated the MOV diagnostic test program based primarily upon the results of the Reliability Centered Maintenance Program at Ginna Station, changes in motor load testing methodology and the undertaking of an extensive valve refurbishment program. The test schedule has subsequently been revised as follows:

1. A complete baseline test shall be performed once on each MOV (AC or DC). If the MOV is overhauled or extensive corrective maintenance is performed, new baseline signatures will be acquired as necessary.

NRC notification of changes to the Valve Operability Program is required by Reference 2 which was issued on June 28, 1989.

Detailed justification for these changes has been retained on site as required by Reference 2.
