OF AUGUST 2, 2023, PRE-APPLICATION PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO ADD RISK-INFORMED COMPLETION TIMES (RICTS) FOR TS 3.7.1, RESIDUAL HEAT REMOVAL SERVICE WATER (RHRSW) SYSTEM, REQUIRED ACTION A.1 AND TS 3.7.2, PLANT SERVICE WATER (PSW) SYSTEM AND ULTIMATE HEAT SINK (UHS), REQUIRED ACTION A.1 FOR EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (EPID NO. L-2023-LRM-0046)

On August 2, 2023, an Observation, pre-application public meeting was held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to modify the License and add risk-informed completion times (RICTs) for Technical Specification (TS) 3.7.1, Residual Heat Removal Service Water (RHRSW) System, Required Action A.1 and TS 3.7.2, Plant Service Water (PSW) system and Ultimate Heat Sink (UHS), Required Action A.1 for Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2. Additionally, the LAR proposes a change to the RICT program (TS 5.5.16) to allow a RICT of up to 45 days for Required Action A.1 for the above system-specific TSs.

The meeting was noticed on the NRC public meeting website on July 13, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23194A055).

The NRC staff opened the meeting with introductory remarks and introduction of the attendees.

The SNC staff discussed the following topics: (1) system design, (2) current TS, (3) reason for the proposed change, (4) requested TS changes, and (5) approach and technical justification, and (6) description and timeframe of proposed change.

The SNC staff presented the slides contained in ADAMS Accession No. ML23206A041.

This meeting was a continued discussion from the initial pre-submittal public meeting held on June 22, 2022 (ADAMS Accession No. ML22200A043).

NRC staff questions/comments The NRC staff asked the licensee to discuss its rationale for pursuing risk-informed amendments to TS 3.7.1 and TS 3.7.2, in comparison to the earlier pre-licensing discussions of a deterministic submittal.

The NRC staff inquired why the licensee decided to use RICTs for Required Action A.1 of the applicable TSs and to make changes to TS 5.5.16, Risk-Informed Completion Time (RICT) Program.

The NRC noted that TS 5.5.16 has a 30-day backstop and questioned the prudence of creating a first-precedent exception in considering the requested change to 45 days on a system-specific basis.

The NRC staff questioned if any compensatory measures (e.g., risk management actions) will be considered as part of the amendment.

Public Comments There were no comments/questions from the public during this meeting.

Closing The NRC staff made no regulatory decisions during the meeting.

Once received, the NRC staff will perform a thorough review of the proposed LAR and make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.
