OF MAY 21, 2018, PRE-SUBMITTAL PUBLIC TELECONFERENCE WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC. TO DISCUSS THE PROPOSED LICENSE AMENDMENT REQUEST TO REMOVE THE DEDICATED SHIFT TECHNICAL ADVISOR FROM TECHNICAL SPECIFICATION 5.2.2.G AND FROM THE STANDARD EMERGENCY PLAN SITE ANNEXES (EPID L-2018-LRM-0032)

On May 21, 2018, a Category 1 pre-submittal public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the teleconference was to discuss with the licensee's planned proposed license amendment request (LAR) to remove the dedicated shift technical advisor (STA) position requirement from technical specification (TS) 5.2.2.g and to reduce the required staffing for their respective standard emergency plan site annexes for the Edwin I. Hatch Nuclear Plant, Units 1 and 2 (Hatch), Joseph M. Farley Nuclear Plant, Units 1 and 2 (Farley), the Vogtle Electric Generating Plant, Units 1 and 2 (Vogtle).

The meeting notice and agenda, dated May 4, 2018, are located at Agencywide Documents Access and Management System (ADAMS) Accession No. ML18137A051. A list of meeting attendees is provided in the enclosure to this meeting summary.

Meeting Summary After introductions, the licensee provided an overview of the proposed LAR and how the changes will continue to meet the," Commission Policy Statement on Engineering Expertise on Shift," and other regulations and guidance documents. In particular, the licensee discussed proposed adoption of Option 1 of the Commission Policy Statement that provides for a combined SRO/STA position. The licensee detailed the expected wording changes for TS 5.2.2.g for Hatch, Farley, and Vogtle.

The licensee discussed the emergency plan staffing studies for Hatch and Farley that will be used to justify the changes to TS 5.2.2.g. During this discussion, the NRC staff asked if the STA would be a dedicated position, or a collateral duty, during an emergency. The licensee responded that during emergency situations, there will be no overlap in positions.

The NRC staff questioned if SNC has assigned duties during an emergency drill/event to assure that no staff member will have two roles concurrently. The licensee responded that there will be 5 senior reactor operators (SROs) on every shift and that no SRO will have two roles at the same time.

At the conclusion of the meeting, the NRC staff suggested that the licensee consider providing the full emergency plan staffing studies that were performed in addition to the summary to support the proposed LAR.

One question from the public was received. The member of the pubic asked the NRC staff if the move from a dedicated STA position to a dual-role senior reactor operator/STA function was common in the nuclear industry. The NRC staff responded that guidance exists for these types of LARs and licensees have submitted these types of LARs in the past.
