PUBLIC MEETING WITH THE NUCLEAR REGULATORY COMMISSION AND SOUTHERN NUCLEAR OPERATING COMPANY, INC. REGARDING PRE-SU BM ITTAL OF A LICENSE AMENDMENT REQUEST FOR PROPOSED CHANGES TO EMERGENCY RESPONSE ORGANIZATION STAFFING AND AUGMENTATION On February 5, 2019, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Southern Nuclear Operating Company, Inc.

(SNC) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

The purpose of the meeting was for NRC and SNC to discuss the pre-submittal of a proposed license amendment request (LAR) for proposed changes to the Emergency Response Organization (ERO) staffing and augmentation for Edwin I. Hatch Nuclear Plant, Unit 1 (Hatch);

Joseph M. Farley Nuclear Plant, Units 1 and 2 (Farley); and Vogtle Electric Generating Plant, Units 1, 2, 3, and 4 (Vogtle).

On January 18, 2019, a meeting notice, which included an agenda, was issued (Agencywide Documents Access and Management System Accession (ADAMS) No. ML19018A004).

The meeting began at 9:00 a.m. with opening remarks by the NRC staff followed by a roll call of attendees (see Enclosure).

The SNC staff provided a presentation (ADAMS Accession No. ML19025A024).

The SNC staff stated that the proposed changes include: ( 1) reformatting the staffing table to align Operations with recent NRC guidance, (2) reduce on-shift staffing for 4 Maintenance positions, 1 Radiation Protection (RP) position, and 1 Chemistry position, (3) relocate references to administrative positions, and (4) extend dispatch of the second Field monitoring Team at the Alert or higher classification to 90 minutes. The SNC staff stated that the proposed changes also include: (1) revise augmented ERO response times to (a) maintain 75-minute response for Control Room support functions, and (b) extend response times for remaining ERO positions associated with Control Room relief functions to 90 minutes. The SNC staff explained the current staffing and the current augmented staffing, as well as the proposed staffing and the proposed augmented staffing.

The SNC staff described the basis for the proposed changes. The SNC staff said the proposed change maintains the 75-minute augmented response by the Operations Supervisor and Reactor Engineer, which allows the on-shift Emergency Director to focus on event classification and Emergency Plan implementation oversight for an additional 15 minutes without conflicts.

The SNC staff stated that the proposed change provides for dedicated resources assigned to State/local and Federal notification and supports the performance of this activity for an additional 15 minutes without conflicts. In addition, the SNC staff explained that they plan to:

(1) maintain 2 RP Technicians on-shift for performance of radiological assessment and protective action tasks, (2) maintain 75-minute augmented response by 3 RP Technicians for assessment and protective action tasks as well as dispatch of the first Field Monitoring Team, and (3) extend response of 3 additional RP Technicians and the second field monitoring Team to 90 minutes. The SNC staff described that they plan to: (1) maintain 75-minute augmented response by Engineering, and (2) remove Maintenance personnel from on-shift. The SNC staff provided a handout with the SNC proposed on-shift and augmented minimum staffing in a table format (ADAMS Accession No. ML19037A038).

The SNC staff stated that they plan to submit the proposed LAR for Hatch, Farley, and Vogtle after May 2019, and request the NRC staff complete its review in approximately 12 months.

After the business portion of the meeting, the public was afforded an opportunity to ask the NRC staff questions or make comments. The members of the public did not have any questions or comments for the NRC staff.

The NRC staff offered the meeting participants an opportunity to fill out public meeting feedback forms. The NRC staff did receive any public meeting feedback forms.

At this meeting, the NRC staff made no regulatory decisions regarding the merits of the proposed LAR for Hatch, Farley, and Vogtle.

The meeting was adjourned at 9:52 a.m.
