SUMMARY

OF JANUARY 26, 2021, PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO SUPPLEMENT NATIONAL FIRE PROTECTION ASSOCIATION (NFPA)-805, PERFORMANCE-BASED STANDARD FOR FIRE PROTECTION FOR LIGHT WATER REACTOR ELECTRIC GENERATING PLANTS, FOR EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (EPID NO. L-2020-LRM-0117)

On January 26, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to supplement National Fire Protection Association (NFPA)-805, Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants, for Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2.

On December 15, 2020 (Agencywide Document and Access Management System (ADAMS)

Accession No. ML20350B709), the meeting was noticed on the NRC public webpage.

The SNC presented slides contained in ADAMS Accession No. ML21021A246.

Introduction The NRC staff opened the meeting with introductory remarks and introduction of the attendees.

The SNC staff discussed the following topics: (1) background information on the NFPA-805 submittal, and (2) the proposed LAR.

Background

By letter dated June 11, 2020 (ADAMS Accession No. ML20066F592), the NRC issued Amendment No. 304 to Renewed Facility Operating License (RFOL) No. DPR-57 and Amendment No. 249 to RFOL No. NPF-5 for Hatch, Unit Nos 1 and 2, respectively. The amendments consist of changes to the RFOLs and Technical Specifications (TSs) in response to SNCs application dated April 4, 2018 (ADAMS Accession No. ML18096A936), as supplemented by letters dated May 28, August 9, October 7, December 13, 2019, February 5, and March 13, 2020 (ADAMS Accession Nos. ML19151A444, ML19225D178, ML19280C812, ML19351D121, ML20036F588, and ML20073M564 respectively).

The amendments transition the Hatch Fire Protection Program from Title 10 of the Code of Federal Regulations (10 CFR), Sections 50.48(a) and (b), to 10 CFR 50.48(c), National Fire Protection Association (NFPA) 805, Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants, 2001 Edition.

The Renewed Facility Operating License (RFOL) states:

The licensee shall implement the modifications described in Attachment S2, Table S-2, Plant Modifications Committed, of SNC letter NL-19-1475, dated December 13, 2019, to its facility to complete transition to full compliance with 10 CFR 50.48(c) by the startup of the second refueling outage (for each unit) after issuance of the NRC SE. The licensee shall maintain appropriate compensatory measures in place until completion of the modifications delineated above.

The licensee shall implement the items as listed in Attachment S2, Table S-3, Implementation Items, of SNC letter NL-19-1475, dated December 13, 2019, within 365 days after the issuance of the NRC SE. An exception to this statement is for the completion date for Implementation Item IMP-19. This item will be completed for each unit at a time not to exceed 180 days after all modifications for the respective unit (as listed in Attachment S2, Table S-2) are operable.

The second refueling outage (RFO) for Hatch, Units 2 and 1, are by startup of spring 2023 RFO 2R27, and by startup of spring 2024 RFO 1R31, respectively.

Subsequent to issuance of Hatch Amendment Nos. 304 and 249, SNC discovered that additional breakers lacked proper coordination. SNC is evaluating the extent of condition to ensure all breaker coordination issues are identified.

Proposed LAR SNC stated that the proposed LAR will revise Hatch, Units 1 and 2, RFOL to reference updated Table S-2 for list of required modifications that must be implemented to achieve full compliance with NFPA-805. SNC said that the revised RFOL will specify the modifications are required by the startup of the Unit 2 spring 2023 RFO, U2R27, and by the startup of the Unit 1 spring 2024 RFO, U1R31.

SNC stated that the proposed LAR will discuss the NFPA-805 requirements for proper breaker coordination, and the assumptions used in Fire Probabilistic Risk Assessment (PRA) model.

Further, SNC said that the proposed LAR will discuss that updated Table S-2 will not affect Fire PRA model. Lastly, SNC said that the proposed LAR will discuss that the LAR will not impact the NFPA-805 modification schedule contained in the current RFOL to achieve full compliance with 10 CFR 50.48(c).

SNC stated that the proposed LAR would provide the below revised RFOL condition:

The licensee shall implement the modifications described in Attachment S2, Table S-2, Plant Modifications Committed, of SNC letter NL-19-1475 NL XXXX, dated December 13, 2019 Month, Day, 2021, to its facility to complete transition to full compliance with 10 CFR 50.48(c) by the startup of the second refueling outage (for each unit) after the issuance of the NRC SE Unit 2 refueling outage 2R27 (spring 2023) and Unit 1 refueling outage 1R31 (spring 2024). The licensee shall maintain appropriate compensatory measures in place until completion of these modifications.

SNC said the Attachment S modification items will be consistent with Table S-2 referenced in current RFOLs, with the inclusion of the additional required breaker coordination modifications.

NRC Questions to SNC The NRC staff questioned the impact on the plant probability risk assessment (PRA). SNC stated that the conclusions in the NRC amendment, dated June 11, 2020, will remain unchanged with the proposed LAR. The NRC staff questioned the breaker coordination. SNC said that for equipment not affected by fire, NFPA-805 requires that a fire-induced cable failure on a separate load circuit supplied from the same power source would not affect this equipment.

The NRC staff asked about compensatory measures regarding the breaker coordination issue.

SNC stated that it is evaluating the extent of condition to ensure all breaker coordination issues are identified. The NRC staff questioned whether SNC is proposing this LAR because of the license condition specificity or the regulation. SNC said it would ensure that information is complete for both in the proposed LAR.

Public Questions to NRC There was one member of the public in attendance, but this person did not have any questions.

Closing The NRC staff made no regulatory decisions during the meeting.

Once received, the NRC staff will perform a thorough review of the proposed LAR and make any regulatory decisions in writing in a timely manner.

Public Meeting Feedback forms were available, but no comments were received.
