OF JULY 31, 2018, PRE-APPLICATION MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC. TO DISCUSS PROPOSED CHANGES TO HATCH SECONDARY CONTAINMENT TECHNICAL SPECIFICATIONS (EPID L-2018-LRM-0047)

On July 31, 2018, a Category 1 public meeting via teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Southern Nuclear Operating Company, Inc., (Southern Nuclear). This was a pre-application meeting to discuss a proposed license amendment request for the Edwin I. Hatch Nuclear Plant (Hatch), Unit Nos. 1 and 2, to revise the HNP Technical Specification (TS} 3.6.4.1, "Secondary Containment."

The meeting was noticed on July 19, 2018 (ADAMS Accession No. ML18200A121 ). A list of participants is provided in the Enclosure. Southern Nuclear provided their presentation slides prior to the meeting; the slides can be found at ADAMS Accession No. ML18212A077.

During the meeting, Southern Nuclear's presentation provided an overview of the design and operation of the Hatch secondary containment and standby gas treatment systems and described the current and proposed TS requirements.

The NRC staff and Southern Nuclear discussed the licensee's proposed changes. The NRC staff stated that the licensee should provide a clear basis for the selection of a 7-day proposed completion time for an inoperable secondary containment for the specified conditions, and that the licensee should address how inspections of secondary containment seals are conducted as part of the maintenance program for Hatch. Southern Nuclear stated they would address the points raised in their application. Southern Nuclear subsequently submitted the license amendment request by letter dated October 17, 2018 (ADAMS Accession No. ML18290A940).

No regulatory decisions or commitments were made during the meeting. There were no public comments.
