OF NOVEMBER 12, 2020, PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A LICENSE AMENDMENT REQUEST FOR THE EMERGENCY PLAN FOR JOSEPH M.

FARLEY NUCLEAR PLANT, UNITS 1 AND 2; EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2; AND VOGTLE ELECTRIC GENERATING PLANT, UNITS 1, 2, 3, AND 4 (EPID NOS. L-2020-LLA-0150 AND L-2020-LLA-0151)

On November 12, 2020, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee) via Microsoft Teams. SNC submitted the Fleet emergency plan (EP) license amendment request (LAR) on June 30, 2020 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML20192A140), for Joseph M. Farley Nuclear Plant, Units 1 and 2; Edwin I. Hatch Nuclear Plant, Units 1 and 2; and Vogtle Electric Generating Plant, Units 1, 2, 3, and 4 (SNC Fleet). The proposed LAR would revise the SNC Standard Emergency Plan, including the Site Annexes, to change the emergency response organization (ERO) staffing composition and extend staff augmentation times from 75 to 90 minutes. On August 11, 2020, SNC submitted a supplement to the application (ADAMS Accession No. ML20224A464). On October 14, 2020, the NRC issued Request for Additional Information (RAI) questions (ADAMS Accession No. ML20293A075).

The purpose of the meeting was for the NRC staff to clarify any questions from SNC.

Discussion SNC presented their slides. SNC stated that it plans to use an alternative approach to Revised Table B-1, Emergency Response Organization (ERO) Staffing and Augmentation Plan, in NUREG-0654/FEMA-REP-1, Revision 2, dated December 2019 (ADAMS Accession No. ML19347D139), Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants: Final Report.

SNC stated that it believes there are three primary differences between SNCs plant-specific strategy and the NRC generic guidance: (1) emergency director (ED) augmentation support, (2) technical/maintenance augmentation support, and (3) radiation protection augmentation support.

SNC summarized that it is proposing an alternative approach to NUREG-0654, Revision 2.

The NRC staff explained that the NRC staff would not be consulting during the meeting and would not be making any regulatory decisions.

The NRC staff stated that the intent of NUREG-0654,Section II.B, Revision 2, was to provide a shift staffing and augmentation plan that captures over 30-years of best practice, and that licensees may seek to provide alternative approaches to the guidance subject to NRC approval.

The NRC staff reiterated that the supporting technical analysis for the revision to Section II.B emphasized that every ERO position that responds to an event is either considered a relief position (i.e., are intended to relieve the on-shift staff of ERO responsibilities so they can focus on the operational needs of the event), or a support position (i.e., are intended to provide additional expertise for the ERO for a wide spectrum of events).

The NRC staff stated that it would continue to perform its thorough review of the proposed SNC Fleet EP LAR once SNC submitted its responses to the NRC request for additional information (RAI) questions.

Public Questions to NRC There were 4 members of the public in attendance. The State of Alabama representative had several questions that SNC responded.

Closing SNC plans to submit responses to the NRC RAI questions on November 20, 2020. Once received, the NRC staff will continue to perform a thorough review of the proposed supplement and make any regulatory decisions in writing in a timely manner.

The NRC staff made no regulatory decisions during the meeting.
