OF OCTOBER 5, 2021, FOLLOW-UP, PUBLIC, PRE-SUBMITTAL MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC.,
REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO SUPPLEMENT NATIONAL FIRE PROTECTION ASSOCIATION (NFPA)-805, PERFORMANCE-BASED STANDARD FOR FIRE PROTECTION FOR LIGHT WATER REACTOR ELECTRIC GENERATING PLANTS, FOR EDWIN I.
HATCH NUCLEAR PLANT, UNITS 1 AND 2 (EPID NO. L-2021-LRM-0100)
On October 5, 2021, an Observation follow-up, public, pre-submittal meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its revised plan to submit a license amendment request (LAR) to supplement National Fire Protection Association (NFPA)-805, Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants, for Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2. This was a follow-up, pre-submittal meeting to the prior meeting that was held on January 26, 2021 (Agencywide Document and Access Management System (ADAMS)
Accession No. ML21028A053) on the same topic. The NRC staff issued the NFPA 805 amendment for Hatch, Units 1 and 2, on June 11, 2020 (ADAMS Accession No. ML20066F592).

On September 16, 2021 (ADAMS Accession No. ML21259A032), the meeting was noticed on the NRC public webpage.
The NRC staff opened the meeting with introductory remarks and introduction of the attendees.
The SNC staff discussed the following topics: (1) background and reason for the proposed change, (2) LAR summary description, (3) description of proposed change, and (4) modification implementation schedule. SNC presented slides contained in ADAMS Accession No. ML21271A202.
The NRC staff asked about the following:
Is the basis for the proposed LAR related to the NFPA 805 license condition or a particular regulation or requirement?
Why were the additional modifications missed in the original NFPA 805 review?
How did SNC come up with the Probabilistic Risk Assessment (PRA) values for no more than minimal risk impact, and how was the analysis done to compare with these values?
What are the specific changes to the S-2 Table?
Have the dampers and the compliance strategy been reviewed?
Does the PRA relied on in the proposed LAR, constitute a change from the that was accepted for the NFPA 805 transition, and/or would the PRA have to change as a result of the new LAR? If so, summarize the change to the PRA. Indicate if issues identified in this new LAR require no change to the PRA.
The NRC staff made no regulatory decisions during the meeting.
Once received, the NRC staff will perform a thorough review of the proposed LAR and make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.
