SUMMARY

OF AUGUST 23, 2018, PRE-APPLICATION MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC. TO DISCUSS TSTF-51 AND TSTF-471 (EPID L-2018-LRM-0048)

On August 23, 2018, a Category 1 public meeting via teleconference was held between the U.S.

Nuclear Regulatory Commission (NRC) staff and representatives of Southern Nuclear Operating Company, Inc., (SNC). This was a pre-application meeting to discuss proposed license amendment requests (LARs) for the Joseph M. Farley Nuclear Plant, Units 1 and 2 (FNP), and the Edwin I. Hatch Nuclear Plant, Units 1 and 2 (HNP), to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-51, Revision 2, "Revise Containment Requirements During Handling Irradiated Fuel and Core Alterations" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML040400343). The FNP LAR would also include a request to adopt TSTF Traveler TSTF-471, Revision 1, "Eliminate Use of Term Core Alterations in ACTIONS and Notes." NRC approved the use of TSTF-471, Revision 1, on December 7, 2006 (ADAMS Accession No. ML062860320).

The meeting was noticed on August 3, 2018 (ADAMS Accession No. ML18215A109). A list of participants is provided in Enclosure 1. SNC provided their presentation slides prior to the meeting; the slides can be found at ADAMS Accession No. ML18234A471.

During the meeting, SNC's presentation described the scope and schedule for the proposed license amendments, provided an overview of the HNP and FNP fuel handling accident analyses, and discussed proposed deviations from the TSTFs.

The NRC staff and SNC discussed the NRC's letter dated November 7, 2013 (ADAMS Accession No. ML13246A358), in which the NRC staff identified potential issues with the adoption of TSTF-51, TSTF-471, and TSTF-286. In a letter dated October 4, 2018 (ADAMS Accession No. ML17346A587), the NRC staff provided updated guidance for licensees to address in plant-specific LARs to adopt TSTF-51, TSTF-471, and TSTF-286. In the August 23, 2018 meeting, the NRC staff and SNC discussed the forthcoming October 4, 2018, letter, and SNC stated they would address the points raised in that letter in the applications for HNP and FNP.

No regulatory decisions or commitments were made during the meeting. There were no public comments.
