DAILY HIGHLIGHT Plant Name        Diablo Canyon Power Plant, Unit 1 With the plant at about 0.5% power, the reactor tripped on steam flow / feed flow mismatch coincident with steam generator low-level signal. The flow mismatch was a momentary upset caused by opening the turbine stop valves'in the process of latching the turbine. With one steam generator level bistable tripped because the channel was out of service, the coincident mismatch signal made up the logic for the reactor trip. Trip breaker Train A opened but trip breaker Train B did not open. Both breakers have the shunt trip attachment installed.
The licensee's review of the sequence of events indicated the trip signal duration was for one cycle, or 15 milliseconds. Subsequent testing indicates that about 70 to 80 milliseconds are required for the breakers to actuate. Why the Train A breaker opened in light of this finding is still under investigation. The licensee has verified the operability of the breakers, including the testing of the undervoltage trip attachment, and additional review of the event is still underway.

Diablo Canyon - High Density Spent Fuel Storage                                          "
By {{letter dated|date=September 19, 1985|text=letter dated September 19, 1985}}, PG&E submitted a report describing high                                                      u density spent fuel storage modifications for Diablo Canyon Units 1 and 2. PG&E' will submit the appropriate License Amendment Request in the near future. PG&E intends to install the new fuel storage racks in a dry spent fuel pool condition to reduce radiation exposure to plant personnel and to simplify overall installation work. The first refueling outage for Unit I could occur as early as July 1986 (Unit I went comercial in May 1985).
The matter of high density spent fuel storage at Diablo Canyon has already                                            -
received public attention in the San Luis Obispo area earlier this year. The City Council requested the California Legislature to hold exploratory                                                                      '
public hearings. We will place promptly the PG&E submittal into the Local PubTic.

DAILY HIGHLIGHT Diablo Canyon - Brush Fire Near San Luis Obispo The brush fire near the city of San Luis Obispo is approximately 10 miles ENE from the Diablo Canyon site. As of Monday afternoon the fire was approaching State Highway 101 from the east. Parts of the city have been evacuated. The airport was temporarily closed due to heavy air traffic associated with the fire fighting. On July 4th transmission via the Midway line to the east was switched temporarily to the Gates line to the north for precautionary reasons. Unit 1 is operating at 100 percent power.
PG8E is monitoring the situation.

DAILY HIGHLIGHT Diablo Canyon Unit 2 Fuel loading was completed May 15. Currently the vessel head is being tensioned down. The Unit is expected to go critical on about July 7 and will be ready for power accession by July 17.
Unit 1 Since May 18 the Unit experienced three separate reactor trips, all of which apparently due to failures in the power supply system for instruments in the control room. The licensee is evaluating the root cause(s). The Unit is currently at 20 percent power.
