i STATHS OF REGULATORY ACTIVITIES DIABLO CANYON UNIT 1 AND 2 Diablo Canyon Unit I was issued an operating license on November 2,1984 Unit 2 was issued an operating license on August 26, 1985. Each unit consists of a Westinghouse Pressurized Water Reactor and produces approximately 1140 electrical Megawatts. Unit 1 is currently down for its secono refueling outage. It is scheduled to begin its third operating cycle in mid-May, 1988.

Unit 2 is midway through its second operating cycle.

In 1986, the licensee (Pacific Gas and Electric Company, or PG&E) requested a ,

license amendment allowing the spent fuel pools at Diablo Canyon to be modified (reracked) to allow a larger number of fuel elements to be stored therein. A contested hearing was held in 1987, and the Hearing Board found that the rerack was acceptable. This decision has been affirmed by the Commission, and the '

Unit 1 spent fuel pool reracking has been completod. Reracking of the Unit 2-spent fuel is in progress. The intervenors (the Sierra Club, the Mothers for Peace, and Consumers Organized for Defense of Environmental Safety) have appealed to the U. S. Court of Appeals, where oral arguments on the merits of the appeal are pending.

The Unit 1 Operating License was conditioned to require the Diablo Canyon licensee. PG&E, to complete a revalidation of the seismic design basis for the plant by July 31, 1988. The objective of this condition was to require PG&E to show that recent changes in the state of the art of seismic data and analysis have not invalidated the conclusion of seismic adequacy upon which the plants were originally licensed. PG&E has a major effort underway to meet this license condition. In the fall of 1987, PG8E requested that the deadline for completion of this study be exterded one year, to July 31, 1989, based on the desire to produce a more thorough product. The proposed license amendment j was noticed in the Federal Register, and the San Louis Obispo Mothers for Peace

. have requested a hearing. The NRC has appointed a Hearing Board, and the l Board has requested that the hearing request be framed into a proper petition to intervene. A hearing may be held on the issue in the near future.

Operationally, both units are operating consistent with NRC Regulations. The most recent Systematic Assesement of Licensee Performance (SALP) rating for Diablo Canyon found FG&E's performance to be acceptable and directed toward safe facility operation.

4 STATUS OF REGU!.ATORY ACTIVITIES RANCHO SECO Rancho Seco is a 916 Fegawatt electric Babcock and Wilcox Press'rized Water Reactor. It was issued an operatir g license in 1974.

On March 30, 1988, Rancho Seco resumed plant operation after a 27-month shutdown to extensively upgrade the Quality of the plant and its operation. The program included major modifications and an overhaul of a number of systems, retraining of plant personnel, improved management and organizational capabilities, improved quality assurance, maintenance, and emergency preparedress organizations and other measures to improve plant performance and reliability. The NRC staff closely monitored the Rancho Seco Performance Improvement Program by ,

inspections and review, and performed a thorough safety evaluation of the '

restart program. For several months before restart, the SRC staff performed operational readiness inspection to assess the licensee's readiness to resume plant operation. Shortly before plant initial criticality on March 30, 1983, l a preplanned procram of enhanced operatior.al inspection was put into place by NRC. The inspection program included around-the-clock observations that commenced about one week before criticality and continued for 10 days after criticality (until April 8, 1988).  !

A continuing enhanced NRC inspection program will monitor plant and personnel performance as the plant comes up to full power. Power ascent is a planned and 1 deliberate program with designated hold points, tests and surveillance, and l further operator personnel training to thoroughly familiarize operators with  !

plant operation before reaching full power operation, now scheduled for l Septe.nbe r , 1988. '

The plant is currently in a planned ascension to full power process with plateaus permitting training of the managment and staff as committed to the NRC.

All plant modifications, systems tests, and upgrade of plant management. l personnel training, and progrcms necessary to be completed before plant restart '

were reviewed bafore plant startup. Other action items necessary for long-term operation are - duled to be completed and reviewed in a timely manner.

i STATUS OF REGULATORY 6.CTIVITIES ON HUMBOLOT BAY, UNIT 3 i

Humboldt Eay Unit 3, is a 65 Megawatt electric Boiling Water Reactor. It "

received de operating license in August of 1962 and began comercial operation  :

in August of 19<63. On July 2,1976, Humboldt Bay was shut down for refueling and seismic modifications and remained shut down. In 1983, Pacific Gas and  :

Electric Company (FG&E) concluded that the seismic and TMI modifications  ;

required for restart were uneconomical and decided to decomission the plant.

All spent fuel was transferred to the Spent Fuel Pool.

By letter dated July 30, 1984, PG&E submitted a proposed Decomissioning Plan, '

an Environmental Report and proposed Technical Specifications (TS). The '

Decomissioning Plan involved long-tem storage of spent fuel and residual radi: activity at the Humboldt Site. When a Federal repository is available, the spent fuel will be disposed of and the facility dismantled.

I A Notice of Opportunity for Hearing related to the proposed Decommissioning  !

Plan was published in the Federal Register on July 3,1986. Subsequent to f that notice, members of the public petitioned to 17tervene and requested a hearing. An Atomic Safety and Licensing Board granted their request and a ,

prehearing conference was held in Eureka, California on October 21, 1986.  !

The NRC staff provided their Safety Evaluation Report (SER) and Final Environ-  ;

mental Statement (FES) to the Licensing Board on May 1 and May 8, 1987,  !

respectively. The proposed Decomissioning Plan and TS were found acceptable l by the NRC staff in the SER and FES. On February 9, 1988, following a '

settlement of issues between the intervenors and PG&E, the Licensing Board dismissed the contentions and terrainated the hearing proceeding. ,

On March 19,19S8 PG&E submitted an edited version of previously submitted TS [

for the shutdown plant. The NRC Project Manager and Region 5 arc reviewing i this final TS edition. -

On April 21, 1988, PG&E submitted revision 4 to the Quality Assurance (QA) Plan to reflect changes to organizational titles and a clarification of fire rating for record storage containers. An updated Emergency Plan to clarify certain issues is scheduled for submittal by May 16, 1988.

Fol4 wing completion of NRC review of the edited TS and the revised QA and Emergency Plans, the staff will make a determination regarding issuance of an amendment to the license authorizing the Decomissioning Plan and associated TS.

Region V of the NRC inspects the Humboldt Bay facility at least once every year.  !
