The NRC was  notified of a potentially reportable deficiency in the referenced telephone conversation.'t that time,        it was estimated that a determination of reportability would be made within thirty (30) days.
Due  to the extensive investigation and evaluation required, an interim report is attached. It is now expected that this information will be finalized by November 15, 1980, at which time a complete report will be submitted.

INTERIM REPORT POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)
                    *-      PVNGS UNITS f!1 AND 82 I. Potential Problem Bechtel's source inspector at Comsip, Incorporated, Customline Division, Linden, New Jersey, identified some groove welds on the Main Control Panels which were not full penetration welds.
      'Further inspections have indicated the following potential conditions which may impact the seismic analysis as follows:
o    Less than 100% penetration on various seam welds.
o    Deviations from the specified welding require-ments for base angle brackets.
            ~  . Deviations from the specified welding require-ments at the end frame used for bolting panels together.
            ~    Deficiencies in the '1/4" fillet welds between the edges of 2" and 4" tubing to the panel skin.
The  affected control panels are currently located at both the jobsite    and Comsip's  facility.
II. A  roach To and Status'Of"Pro osed Resolution Comsip and    Bechtel are undertaking a detailed analysis and review of each of these conditions.         If any Control Panels delivered or at Comsip require repair,        it will be accomplished
    'ollowing established nonconformance and weld repair procedures.
The proposed      disposition  and 'technical justification for accepting the deviations has been submitted by Comsip and        is currently  being reviewed by Bechtel.
III. Pro'ected Com letion 'of Cor'rective 'Action 'and Submittal of Date of the Final Re ort The ComsiplBechtel analysis and review of these        conditions is forecast to be completed by 'November 1, 1980.
The  final report will be      submitted by November 15, 1980.
