theCategoryISALPratingforsurveillance

testingduringthelastthreeratingperiods.Fromapolicystandpoint,

suchexemplary

pastperformance

shouldberewarded.

TheNRC'sEnforcement

Policy,10CFRPart2,AppendixC,allowsforupto100%mitigation

forpriorgoodperformance.

TheStaff,however,concluded

that100%mitigation

wasnotappropriate

giventheCategoryIISALPratingforengineering

supportduringthelastratingperiod.RG&Erespectfully

submitsthataCategoryIISALPrating(whichbasically

means"satisfactory

performance")

shouldnotbecitedinthismannerasessentially
