3'7.TheTechnicalSupportCenterwillbemannedandfullyfunctionalwithinathirtytosixtyminutetimeframe.8.TheEmergencyOperationsFacilitywillbemannedandfullyfunctionalwithinfourhours.Theabovecommitmentsdeviatefromtherequirementsasfollows.I1.TheERCSwillnotbetotallyoperationalattherequireddatebecauseoftheunavailabilityofcompatibleequipmentwhichmeetsallrequirements.ThereforetheintentofrequirementsinNUREG0696willbemetbyusingacombinationoftheSPDS(whichwillbeoperationalbyOctober1,1982)andmodificationstotheplantprocesscomputer.ThisinterimsystemwillbeinoperationfromOctober1,1982untiltheintegratedsystemisavailable.2.NUREG0737(asissuedbyGenericLetter81-10)requiresllpeopletoreporttothesitewithinthirtyminutesofnotificationandanadditional15withinsixtyminutesofnotification.Wecannotmeetthellpeoplewithinthirtyminutesrequirementduetothegeneralhousinglocationofplantpersonnelwithrespecttothesite.Theoverwhelmingmajorityofpersonnelliveapproximatelythirtytothirty-fiveminutesdrivingtimefromthesite.Further,takinginto"accountthetimeitwouldtakeanindividualtorespondinthemiddleofthenightpluspossibleadverseweatherconditions,makeitimpossibletomeetthisrequirement.Hence,ourpositionisthatthepeopleasawholewillreportwithinathirtytosixtyminutetimeframe.Insupportofthisposition,itshouldbenotedthatouron-shiftcomplementpresentlybyoneanditisanticipatedafulltwounitstaffingwillexceedtherequirementsbyapproximately3to5people.3.NUREG0737(asissuedbyGenericLetter81-10)requirestherecoverymanagertoreporttotheEmergencyOperationsFacilitywithinonehourofnotification.OurintentisthattherecoverymanagerandhisentireorganizationbestaffedwithpersonnelnormallyassignedtotheAllentownGeneralOffices.Assuch,theabsoluteminimumamountoftimeitwouldtakeapersontorespondisintheorderoftwohoursbasedonthedrivingtimefromtheAllentownareatothesite.Takingintoaccountthemobilizationeffortrequiredtoputtogethertherecoveryorganization,amiddleofthenightcallinandpotentialadverseweatherconditions,themostreasonabletimethatwecanconfidentlycommittomanningtheEmergencyOperationsFacilityisfourhours.Asanalternativetothisposition,wecouldcommittomanningtheEOFbyutilizingtheplantpersonnel.However,thishasamajordrawbackinthatitwouldseverelydilutetheorganizationoftheEmergencyDirectorand1'imiChiscapabilitytoplacetheplantinasafeshutdowncondition.Assuch,itisfeltthatthisalternativeleadsusinalesssafedirectionandisthereforeunacceptable.

0 4.NUREG0737(asissuedinGenericLetter81-10)utilizesthetitleofHealthPhysicsTechnicianforthosepersonnelwhoaretorespondtoperformin-plant,on-siteandoff-siteradiologicalsurveys.ItisourintentthatonlyHealthPhysicsTechniciansorothersuitablyqualifiedplantpersonnelwillbeusedforin-plantsurveys.However,weintendtousepersonnelfromourDivisionforcestoperformon-site(out-of-plant)andoff-sitesurveys.Thesepeoplewillnot,beHealthPhysicsTechniciansinthecontextofthedefinitionspresentedinANS3.1butwillbepeoplefullytrainedandqualifiedtoperformon-siteandoff-siteradiologicalsurvevsandsamplecollection.NUREG0694Commitments1.TheInterimTechnicalSupportCenterwillbefunctionalbyUnitSlfuelloadinaccordancewithNUREG0694.2.TheOperationalSupportCenterwillbefunctionalbyUnitSlfuelloadinaccordancewithNUREG0694.NUREG0696-FinalReportwillbeusedasadesignguide.3.'heInterimEmergencyOperationsFacilitywillbefunctionalbyUnitSlfuelloadinaccordancewithNUREG0694.
