Dear Mr. Allen:

On April 18, 1983, in accordance with 10CFR50.55(e), we reported to Region 1 a reportable deficiency concerning Brown Boveri K-line circuit breaker prop latch assemblies.

This letter serves as our 30-day written report of this deficiency, and 6:. scribes the corrective action to be taken.

Description of Deficiency In December 1982, a prop latch in a K-1600S breaker (480VAC load center) failed at Shoreham. The failure of the prop latch released the spring retention mechanism and caused this closed breaker to trip open.

On January 12, 1983, the failed prop latch was sent to Brown Boveri for evaluation. Subsequently, three additional (unfailed) prop latch assemblies were supplied, on March 23, 1983, from Shoreham's 480V load center breakers. These additional prop latches were supplied in accordance with a request from Brown Boveri in order to increase the specimen

These two heat treating processes resulted in an undesirable om hardness that made the prop latch brittle and susceptible to

@$m breaking. Brown Boveri stated that this problem is confined to the breakers supplied on their original sales order, which FC-8935.1 g

SNRC-891 May 18, 1983 Page two' were manufactured in December 1974, January 1975 and February 1975. This order included eighteen.(18) K-1600S breakers and eighty. (80) K-600S breakers , all of which use the same type prop latch assembly.

As a result of our review;of the evaluation performed by Brown Boveri, we determined that this situation constitutes a reportable deficiency under the provisions of 10CFR50.55(e).

CORRECTIVE ACTION The prop latch assemblies for the 480VAC load center breakers which have manufacturing dates indicative of the affected period will be replaced. The replacement of the twenty-four (24) suspect prop latches in the Category I breakers will be' completed prior to fuel load. The replacement of the suspect

prop latches in the Category II breakers will be completed on a schedule determined by equipment, spare part, and manpowar availability.
