DAILY HIGHLIGHT Plant Name Diablo Canyon Units 1 and 2 - Spent Fuel Pool Expansion On June 16, 1986 Mothers for Peace and Sierra Club (Intervenors) filed an Application for Stay with the Comission and the Licensing Board regarding license amendments for Diablo Canyon Units 1 and 2 authorizing expansion of the spent fuel pool for each unit from 270 to 1329 fuel assembly storage locations. The Environmental Assessment and Amendments, including the staff safety evaluation and final no significant hazards consideration,~ were issued on Ma 30, 1986 respectively. The application for Stay is based on (1)yassertions 21 and Maythat the NRC did not comply with applicable parts of the Atomic Energy Act and NEPA requirements and (2) an affidavit by Dr.

Ferguson asserting that the structural analysis did not include appropriate considerations such as the deletion of anchoring the racks to the floor and postulated combined motion of racks.
