High-Enriched to Low-Enriched Uranium Fuel Conversion Schedule Please refer to your letter of-November 27, 1990 concerning our requirement to submit an updated schedule for converting the Rhode Island Atomic Energy Commission (RIAEC) non-power reactor to the use of low enriched fuel.
As you may know, early employee retirement incentive programs enacted by the Rhode Island Legislature in 1989 and 1990 have resulted in the retirement of the Assistant Director for Reactor Operations and the Director, RIAEC.                              While we are actively recruiting, we do not as yet have replacements.
In addition, in January 1991,, Rhode Island will have a new state administration which has not yet made clear its policy toward returning retired state employees to work (under special rules).                                While we intend to bring  the former Director, RIAEC, back to work exclusively on the SAR for conversion to low enriched fuel, it is not clear that it will be permitted.
Assuming the Director is allowed to return to work, we have established April 1, 1991 as our deadline for submission of the SAR to the Nuclear Regulatory Commission.                                We have discuoced this with the personnel of the Argonne National Laboratory RERTR Program who are completing the required calculations.        They agree with the scherfule.
