Dear Mr. Reddemann:

In a letter from the NRC dated December _17,1998, arrangements were finalized for an initial licensed operator examination to be administered at your Point Beach Nuclear Plant during the .

week of July 26,1999.- The letter stated that the NRC would prepare the examinations based on the guidance provided in interim Revision 8 of NUREG 1021, " Operator Licensing 4 Examination Standards for Power Reactors." Recently the final version of Revision 8 of NUREG 1021 was issued, and after determining the impact of adopting the final NUREG 1021, Rev. 8, our staff's agreed to implement the guidelines provided in the final Rev. 8 of NUREG 1021 for your July examination.

' Since the examination is being developed by the NRC the impact on your training staff and the applicants taking the examination will be minimal. The most obvious changes will be the deletion of Job Performance Measure (JPM) follow-up questions, having four alternate path JPMs instead of one or two, and the extension of the written examination from four hours to five hours. The remainder of the changes are exam development changes and will have no effect on your staff.

If you have any questions regarding the NRC's examination procedures and guidelines, please contact Mr. Dell McNeil at (630) 829-9737 or me at (630) 829-9733.
