| Turkey Point Unit 3 has three Westinghouse Model 44F SGs. The SGs have tubes that were hydraulically expanded into the tubesheet and are supported by Type 405 stainless steel tube support plates with broached quatrefoil holes. The Unit 3 SGs were placed into operation in 1982, and have thermally treated Alloy 600 tubing. The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. Dear Mr. Nazar:
By letters dated April 19 and November 23,2011 (Agencywide Documents Access and Management Systems (ADAMS) Accession Nos. ML11119A006 and ML11340A074), Florida Power and Light Co. (FPL) submitted information summarizing the results of the steam generator (SG) tube inspections performed at Turkey Point Unit 3, during the Fall 2010 Refueling Outage 25. These reports were submitted in accordance with Turkey Point Unit 3 Technical Specifications (TSs) Sections 4.4.5.1, 4.4.5.2 and 6.9.1.8.
A summary of the NRC staff's evaluation of the Turkey Point Unit 3 Fall 2010 Refueling Outage 25 SG tube inspection results is enclosed. Additionally, the U.S. Nuclear Regulatory Commission (NRC) staff summarized information provided in a conference call about the results of the fall 2010 outage in a letter dated January 19, 2011 (ADAMS Accession No. ML110030005). The NRC staff concluded that FPL provided the information required by the Turkey Point Unit 3 TSs and that no addition ollow-up is required at this time.

OF THE U.S. NUCLEAR REGULATORY COMMISSION STAFF'S REVIEW OF THE STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT FOR REFUELING OUTAGE 25 FLORIDA POWER AND LIGHT COMPANY TURKEY POINT UNIT 3 DOCKET NO. 50-250 By letters dated April 19 and November 23, 2011 (Agencywide Documents Access and Management Systems Accession Nos. ML11119A006 and ML11340A074), Florida Power and Light Co. (FPL, the licensee) submitted information summarizing the results of the steam generator (SG) tube inspections performed at Turkey Point Unit 3, during the Fall 2010 Refueling Outage 25. Additionally, the U.S. Nuclear Regulatory Commission (NRC) staff summarized information provided in a conference call about the results of the fall 2010 outage in a letter dated January 19, 2011 (ADAMS Accession No. ML110030005).
Turkey Point Unit 3 has three Westinghouse Model 44F SGs. The SGs have tubes that were hydraulically expanded into the tubesheet and are supported by Type 405 stainless steel tube support plates with broached quatrefoil holes. The Unit 3 SGs were placed into operation in 1982, and have thermally treated Alloy 600 tubing.
The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (e.g.,
tube plugging) taken in response to the inspection findings.
As a result of its review of the above documents, the NRC staff has the following comments/observations:
- 1. No crack-like indications were detected during the outage.
- 2. Tubes R6 C45 and R7 C45 in SG B were plugged, but not stabilized. Both of these tubes had shallow wear indications attributed to a suspected foreign object near the upper edge of the 2nd tube support plate on the cold leg side (02C). The tubes were plugged but not stabilized since the expected wear rate is low. The tubes surrounding R6 C45 and R7 C45A at the 02C location will be examined during the refueling outage for Cycle 27 in 2013 and during future inspections to monitor for degradation and for migration of the suspected foreign object. This required action has been documented in the plant's corrective action program.

- 3. The licensee summarized the scope of inspections (primary and secondary side) as required by Technical Specification 6.9.1.8, "Steam Generator Tube Inspection Report."
Based on a review of the information provided, the staff concludes that the licensee provided the information required by their technical specifications. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
