(Entergy or the applicant) held a telephone conference call on December 12,2012, to discuss staff aging management questions related to the applicant's Reactor Vessel Internals Aging Management Program, in the Indian Point Energy Center (lPEC), Units 2 and 3, license renewal application (LRA). The telephone conference call was useful in clarifying the requests for additional information (RAls) on the issue.
RAI-11a, Reactor Vessel Internals Program and MRP-227-A The staff noted that it had requested additional information on the approach to be used for the plant-specific evaluation of the lower support column bodies. The applicant's response indicates it plans to use an approach using the screening criteria for thermal aging embrittlement susceptibility from the staff's letter "License Renewal Issue No. 98-0030, Thermal Aging Embrittlement of Cast Austenitic Stainless Steel Components," dated May 19, 2000 (NRC ADAMS Accession No. ML003717179). The applicant had provided a table of screening criteria based on chemistry, casting method, and delta ferrite content. The staff also noted its recommendation that, in order to account for a potential synergistic effect on loss of fracture toughness due to the combined effects of thermal embrittlement (TE) and neutron irradiation embrittlement (IE), the applicant should perform component-specific assessments for components that will experience neutron fluence of 1x1017 neutrons per square centimeter (n/cm 2) or greater. Finally, the staff noted that MRP-191 indicates a threshold value that is significantly different from this recommendation.
The staff and Entergy discussed these issues and agreed to clarify the RAI in that, if the applicant desired to use a fluence value other than 1x1017 n/cm 2, then it will add justification as to why its stated threshold value is appropriate for Units 2 and 3.
In addition, in view of an expected industry template response to this issue due to be released in January 2013, the staff and Entergy agreed that the reply window for this RAI set would be 90 days from date of issue so the applicant can take the template into account in its response.
The applicant agreed that it would take the staff's questions into account as it prepares its response to RAI 11a. Both the staff and the applicant agreed that the discussion was useful in clarifying the RAI.
(Note: subsequent to the call it was determined to combine RAls 11 a and 15a into one issue letter, in January 2013.)
