Dear Mr. Denton:

RG&E submitted an Application for Amendment dated October 16, 1985 to reflect management organization changes at RG&E. In response to the Staff's concerns regarding the proposed change to the requirement for the Operations Manager to hold a current SRO license, that requirement will be retained.

Therefore, new Technical Specification pages in Attachment A and Attachment B to this letter replace the attachments previously transmitted with our Application for Amendment dated October 16, 1985.

The enclosed Attachments A and B differ from the October 16, 1985 Application in the following ways:

o Proposed Figure 6.2-5 was modified to reinstate the SRO requirement for the Operations Manager.

o Proposed specification 6.5. 1.2 was modified to delete the proposed addition of the Operations Supervisor to tHe PORC. Statements associated with the addition of the Operations Supervisor to PORC have been removed from Attachment B.

o Specification 6.5.2.9 has been modified to reflect removal of the position of Senior Vice President, Operations. This change was inadvertently omitted from the October 16 application.

It is our understanding that these proposed Technical Specification changes meet current NRC Staff requirements. If further discussion is necessary, RG&E staff will be available at your convenience.
