Dear Mr. Grier:

In accordance with Technical Specification 3.3.3.5, the following occurrence is reported. This incident was discussed with our Resident Inspector D. A. Beckman at 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> this date.

On March 12, 1980, BVPS was informed of a noncompliance item discovered during an operations audit. Technical Specification Surveillance 4.3.3.5 states that "each remote shutdown monitoring instrumentation channel shall be demonstrated operable by performance of a Channel Check and Channel Calibration.at the frequencies shown in Table 4.3-6". Table 4.3-6, Item 12, states that a Channel Check of the Remote Shutdown Panel Auxiliary Feedwater Flow Rate shall be checked monthly.

Contrary to the above, this channel check has not been performed since July, 1976. This requirement was deleted because the meters always read zero during normal operation. Auxiliary feedwater system flow instrumentation was shown to be accurate and in calibration on October 18, 1979. Since the shutdown panel did not have to be manned for any reason, there are no safety implications associated with this incident.

Surveillance has been re-initiated and further checks will be made during startup when the auxiliary feedwater system is operating in order to provide positive verification of surveillance requirements.
