Dear Dr. Murley:

Attached is Revision 9 to the Susquehanna Steam Electric Station Emergency Plan. In accordance with the requirements of 10CFR50.54 (q), the changes have been made without commission approval as they do not decrease the effectiveness of the plan and the plan as changed continues to meet the applicable requirements of Appendix E to 10CFR50. A summary of changes with appropriate justifications/explanations is provided below:

Section Justification/Ex lanation 1.0 The definition for Emergency Plan Bou<>dary was added to the list of definitions.

Editorial change to item enumeration from Item 1.19 to end of section.

4.2.5 Editorial change to correct typographical error.

Table 4.1 (Page 29) Editorial change deleting the word causual Table 5.3 (Page 2) Editorial change to correct typographical error.

6.6 The specific number of sirens has been deleted from the text. This information is provided in Figure 6.2.

7. l. 2. 1. 1 Editorial change to correct typographical error.

7.1.3.1 Administrative changes deleting example, references and the clarification regarding use of duplicate copies of records in the TSC.

7.1.3.5.1 Editorial change deleting the word "plant."

7.1.3.5.5 Deleted reference to facs'imile machine.

Although the facsimile equipment remains available in the TSC, it is no longer relied upon to relay data.

7.1.3.8.1 Editorial change deleting reference to video copier for SPDS 'data (Item 82). Video copiers are provided for SPDS and PCS data.

(See new Item f13).

7.1.3.9 Editorial change deleting the word "current" in two items.

7.2.2.3.2.2 Deleted reference to Figure 7.7. This figure has been deleted from the plan.

7.2.2.4.2 Editorial change to add acronyms.

7.2.2.4.4 Deleted reference to facsimile machine.

Although the facsimile equipment remains available in the EOF, it is no longer relied upon to relay data.

7.2.2.5 Deleted reference to Fig'ure 7.8 in three paragraphs. This figure has been deleted from the plan.

7.2.3.2 Editorial change reflecting revised figure enumeration.

7.7 Editorial change to correct typographical error.

Figures 7.7, 7.8 Figures 7.7 and 7.8 have been deleted 7.9, 7.10 from'he plan. Figure 7.7 represented the HVAC system conceptual design. Figure 7.8 is not necessary as description provided by the text material is adequate. Figures 7.9 and 7.10 have been renumbered as Figures 7.7 and 7.8.

Enclosures 15 and 16 Editorial changes to correct typographical to Appendix D errors.
