Dear Mr. Crutchfield:

This letter is in response to a letter dated December 22, 1980 from Darrell Eisenhut, USNRC, regarding control of heavy loads. Since receipt of the letter, the intent of interim actions specified in Enclosure 2 to Mr. Eisenhut's letter have been implemented. These have included definition of safe load paths, plant procedure development and implementation, crane operator training and qualification, and crane inspection testing and maintenance. In addition, special attention, as defined in Enclosure 2 was given to handling of heavy loads over the core during our recent, refueling.

Mr. Eisenhut's letter required submittal of a substantial amount of information at this time. Due to the magnitude of the evaluations required and due to the support required for our recent refueling outage, we have been unable to complete the evaluations. Specifically, we require an additional three months, until September 22, 1981 to respond to Section 2.1 of Enclosure 3 to Mr. Eisenhut's letter. The requested confirmation of implementa-tion of modifications and the justification of deviations, which was requested, is directly related to the evaluations required by Sections 2.2, 2.3 and 2.4 of Enclosure 3. Since response to these three sections is not due for some time yet, we will defer assessment of modifications and justification of'eviations until that time.
