At approximately 0835,MST on May 25, 1999, Palo Verde Unit 2 was in Mode 1 (POWER OPERATION) operating at approximately 100 percent power when the radiation monitoring system (RMS)mini-computer was removed from service to implement a year 2000 (Y2K)modification.

Unit 2 operations personnel declared RU-144, the plant vent system high range noble gas activity monitor and RU-146, the fuel building ventilation system high range noble gas activity monitor.INOPERABLE and entered requirement 2.1, ACTION 42 of the Offsite Dose Calculation Manual (ODCM).The seventy-two (72)hour period for returning the channels to an operable status expired at approximately 0835 MST on May 28, 1999.This Special Report is being submitted pursuant to the ODCM requirement 2.1, ACTION 42(b)to prepare and submit a Special Report to the Commission within 30 days following the event.Actions Taken: The Preplanned Alternate Sampling Program for RU-144 to monitor the plant vent was initiated pursuant to the ODCM requirement 2.1, ACTION 42(a)on May 28, 1999 at approximately 0753 MST.The Preplanned Alternate Sampling Program for RU-146 to monitor the fuel building ventilation was initiated pursuant to the ODCM requirement 2.1, ACTION 42(a)on May 28, 1999 at approximately.0725 MST.On May 28, 1999, at approximately 1707 MST, the Y2K modification and testing were completed and the monitors were declared OPERABLE.Cause of the inoperability:

This Special Report is being submitted pursuant to the ODCM requirement 2.1, ACTION 42(b) to prepare and submit a Special Report to the Commission within 30 days following the event.

At approximately 0835,MST on May 25, 1999, Palo Verde Unit 2 was in Mode 1 (POWER OPERATION) operating at approximately 100 percent power when the radiation monitoring system (RMS) mini-computer was removed from service to implement a year 2000 (Y2K) modification. Unit 2 operations personnel declared RU-144, the plant vent system high range noble gas activity monitor and RU-146, the fuel building ventilation system high range noble gas activity monitor. INOPERABLE and entered requirement 2.1, ACTION 42 of the Offsite Dose Calculation Manual (ODCM).

The seventy-two (72) hour period for returning the channels to an operable status expired at approximately 0835 MST on May 28, 1999. This Special Report is being submitted pursuant to the ODCM requirement 2.1, ACTION 42(b) to prepare and submit a Special Report to the Commission within 30 days following the event.
